to lease the first floor of the Los Medanos Community Hospital.

C.79 LETTER dated August 30, 1996, from Gary Freschi, Administrator, West
Contra Costa Unified School District, 1108 Bissell Avenue, Richmond,
CA 94801-3135, advising that the City of Richmond has applied for
Certified Unified Program Agency (CUPA) status as provided by SB 1082
permitting the consolidation of several environmental regulatory programs
with one CUPA, and of administrative difficulties that could be incurred
by the school district having to deal with two CUPAs.

Re: Proposal Lease by Contra Costa County to Lease First Floor of
Los Medanos Community Hospital
Dear Supervisor Torlakson:
The purpose of this letter is to seek your immediate assistance regarding an
unresolved, yet critical element of the proposed lease by the County for the
first floor of Los Medanos Community Hospital.
It is my understanding that there has yet to take place any formal discussions
between the County and the City of Pittsburg over the proposed loan of four
million dollars to the County by the City of Pittsburg for the renovation of the
first floor of Los Medanos Community Hospital.
I have been informally advised by the City that approximately two of the four
million dollars required is not available at this time, and if other funds could
be obtained by the City, it would only be through a secured loan to the County
with a guaranteed loan payment schedule. Further, there exists significant
concerns on the part of both the City and District regarding the cost of the
renovation project which, at four million dollars, appears to be extremely
overpriced for a project of this size and simplicity.
As you have probably heard by now, discussions between District and County staff
regarding the proposed lease arrangement have been positive. The District had
a productive meeting on August 27, 1996 with Mr. Pat Godley of the County, and.
is currently in the process of preparing a point-by-point counter-proposal to the
County's most recent offer. While the County will certainly have to come up with
a higher lease payment in order for this plan to proceed, the District is
optimistic that -the parties can reach a mutually agreeable position regarding
this proposal. It would be unfortunate for all of us to go through this process
only to find out that the funds for the renovation of this project were not
available.

The District believes it is imperative that the County begin formal negotiations
with the City of Pittsburg regarding the viability and financing of this project
as soon as possible. Please call me at home if you have any questions. Thank
