HomeMy WebLinkAboutMINUTES - 09171996 - C66 blw TO: BOARD OF SUPERVISORS "Co,•,n� tra FROM: PHIL BATCHELOR,COUNTY ADMINISTRATOR °,, ::� off, Cw�`a County DATE: September 17, 1996 SUBJECT: AUTHORIZING THE PUBLIC WORKS AND GENERAL SERVICES DIRECTORS TO EXECUTE CHANGE ORDERS TO CONSTRUCTION CONTRACTS SPECIFIC REQUEST(S)OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION REC.OMMENDATLONM AUTHORIZE the Public Works Director and General Services Director to order changes or additions in the work being performed under construction contracts subject to the provisions of the Public Contract Code Article 3.5, provided such orders are in writing and the extra costs to the County for any change or addition to the work so ordered is within the limits specified in the Public Contract Code, Section 20142. FINANCIAL IMPACT Approval of the recommendation will make the administration of construction contracts more efficient and will reduce the amount of paper work. BACKLGRO-UNDiREASON(S)..FOKRECOMMENDATIO-Nl S), On your August 6, 1996 agenda,your Board approved authorizing the Public Works Director as the County Road Commissioner the authority to execute changes to construction contracts on county highway and roads in accordance with the limits specified in the Public Contract Code, Section 20395. The previous change order limit authority was $25,000.00 This recommended action will authorize the Public Works Director as the County Engineer and the General Services Director similar authority to approve changes to all other construction contracts. The specified limits:Ire the same in both sections 20142 and 20395: 1. Five thousand dollars($5,000.00)on original contracts for fifty thousand dollars($50,000.00)or less; nor 10%of the amount of any original contract which exceeds $50,000.00,but does not exceed two hundred fifty thousand dollars ($250,000.00). 2. For contracts whose original cost exceeds $250,000.00,the extra cost for any change or addition to the work so ordered shall not exceed twenty five thousand dollars ($25,000.00) plus l%of the amount of the original contact costs in excess of$250,000.00. In no event shall any change or alteration exceed one hundred thousand dollars ($100,000.00). Approval of the recommended action will provide for consistency in approval of changes in all construction contracts, increase efficiency in administration of construction contracts and reduce the number of change orders requiring Board approval.
