Contra FRGM: Finance Committee '� f j ` `' Costa �' 'c Count DATE: September 10, 1996 y IUUy SUBJECT: REPORT ON FINANCING AND OPERATIONAL PLANS FOR THE PROPOSED NEW FIRE STATION 87 (PITTSBURG) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. DIRECT the Fire District staff to update the capital improvement plan for the entire District including the development fees charged for facilities. 2. ACKNOWLEDGE the letter from the of Contra Costa County Fire Chief to the City of Pittsburg regarding fire service needs and requesting establishment of an annual assessment for operating costs (see attached). 3. REQUEST that Supervisor Tom Torlakson represent the Board at the September 16 Pittsburg City Council meeting to discuss financial and operational issues related station 87 and future fire needs. BACKGROUND: Since a July 9 status report to the Board on Fire Station 87, the Finance Committee has heard this item at its July 15, August 5 and August 18 meetings. Committee deliberations have centered on the financing and operating questions related to fire services in Pittsburg and Bay Point and Station 87 in particular (see attached letter). The Committee determined that the Pittsburg fire service needs and financing are in need of immediate attention, but that service needs and financing in Antioch and the Oakley area require attention in the near future. The Committee requested that the capital improvement plan including financing element be updated for the whole District. Finally, the Committee requested that District staff meet with Community Development and County Counsel staff to review whether the policies and procedures for police service fees can be used as a model for fire services fees in East County and elsewhere in the District. Canciamilla and City Council Members 2020 Railroad Avenue Pittsburg, CA 94565 SUBJECT: Station 87 - San Marco Project Dear Mayor Canciamilla and Council Members: The purpose of this memorandum is to provide information regarding the ability of Contra Costa County Fire Protection District (The District) to provide services to the San Marco subdivision and adjacent areas, along West Leland Road from approximately Dover Way westerly to Alves Ranch Road. The progressive annexation and development of lands in these areas without accompanying fire protection resources has resulted in an unacceptable degree of risk to life and property. Response times to emergency incidents to these areas are in excess of the five minute standard set by our County General Plan. The lack of fire stations in these areas also greatly affects surrounding areas as resources must be drawn from adjacent areas which then leaves those areas unprotected. Plans to relocate and add new stations in response to the growth were established in 1989, however, implementation has not been possible due to loss of revenues resulting from property tax shifts by the State, loss of the $29 benefit assessment and costs of capital facilities and equipment out pacing our existing $235 fire facility fee. It is now our position that additional development should not be allowed until fire stations, apparatus/equipment and personnel are funded through a combination of annual assessment on new development and an increase in appropriate funding, such as the fire facility fee city-wide. The annual assessment would be approximately $300.00 per unit for the staffing of the stations. The increase in the fire facility fee for capital improvements is now under study by the District. The District requests the City to assist us in every way possible in implementing the new revenue sources needed to provide the appropriate service level. In particular, Station 87 needs to move forward and another site needs to be clearly identified and secured in the Southwest portion of the city's developing area for another station.
