SUBJECT: ADOPT RESOLUTION APPROVING SUBMISSION OF APPLICATION FOR FISCAL YEAR
1996 HOPE VI GRANT AND AUTHORIZING EXPENDITURE OF FUNDS AND RESOLUTION
APPROVING SUBMISSION OF A HUD DEMOLITION/DISPOSITION APPLICATION TO
ACCOMPANY THE HOPE VI GRANT APPLICATION.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE submission of an application for funding under the Fiscal Year 1996 HOPE VI Program and AUTHORIZE
the Executive Director of the Housing Authority of the County of Contra Costa to execute and submit to the U.S. Department of
Housing and Urban Development all appropriate documents required by the application guidelines; APPROVE AND
AUTHORIZE the Chair of the Board of Commissioner to execute and approve Resolution No. 3785 authorizing submission of
grant application and expenditure of funds. If funds are granted,the money will be used for demolition or disposition, density
reduction,home ownership opportunities,and resident self-sufficiency programs at the Las Deltas Development in North
Richmond; and APPROVE and AUTHORIZE the Chair of the Board of Commissioners to execute and approve Resolution No.
3786 approving a HUD Demolition/Disposition Application required as part of the HOPE VI Grant application.
LL FINANCIAL IMPACT:
The Housing Authority will apply to the U.S. Department of Housing and Urban Development for up to$10 million
under the Fiscal Year 1996 HOPE VI Program.
111. REASONS FOR RECOMMENDATION/BACKGROUND
The U.S. Department of Housing and Urban Development(HUD)has issued a notice that$480 million is available in
grant funds for the purpose of Public Housing Demolition, Site Revitalization,and Replacement Housing,hereafter referred to as
the HOPE VI program. The HOPE VI program will fund demolition of obsolete public housing developments or portions
thereof,the revitalization(where appropriate)of site(including remaining public housing units)on which such developments are
located, replacement housing that will avoid or lessen concentration of very low-income families, and Section 8'tenant-based
assistance for the purpose of providing replacement housing and assisting tenants to be displaced by the demolition. The HOPE
VI program will fund demolition,the capital costs of reconstruction,rehabilitation and other physical improvements,the
provision of replacement housing,management improvements,resident self-sufficiency programs, and tenant-based assistance.

With these funds,the Housing Authority hopes to transform the Las Deltas Housing Development by establishing positive
incentives for creating resident self-sufficiency,providing comprehensive resident services,forging partnership with other
governmental organizations and private entities,enforcing tough expectations of residents, and by changing the physical shape
of public housing,lessening the concentration of poverty, and providing homeownership opportunities for the public housing
residents and other residents of North Richmond.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolution No.3785 and Resolution No. 3786, the Housing
Authority would be unable to compete for funding which would enable the Housing Authority to make needed improvements in
the Las Deltas development, lessen concentrations of very low-income families and provide an opportunity for home ownership.

HOUSING DEMOLITION,SITE REVITALIZATION,AND REPLACEMENT HOUSING (HOPE VI)
GRANT APPLICATION FOR LAS DELTAS PUBLIC HOUSING DEVELOPMENT
WHEREAS,the Housing Authority of the County of Contra Costa(hereinafter referred to as"Housing Authority")
is a public body, corporate and politic established under the laws of California; and
WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of the County of Contra Costa
County to provide decent, safe and sanitary housing for its tenants, provide opportunities for its
residents to become self-sufficient and to help building the community around the Housing Authority's
development;
WHEREAS,the Housing Authority desires to apply to the U.S. Department of Housing and Urban Development
(HUD)for up to $10 million under the Fiscal Year 1996 HOPE VI Program; and
WHEREAS,the Housing Authority is required to submit a HUD Demolition and Disposition application as part of
its HOPE VI Grant application;
NOW,THEREFORE,BE IT RESOLVED, as follows:
1. That the Board of Commissioners of the Housing Authority of the County of Contra Costa hereby
approves the Housing Authority of the County of Contra Costa's US Department of Housing and Urban
Development Demolition and Disposition Application and authorizes the Executive Director of the Housing
Authority to submit the application with the HOPE VI Grant application.
2. That this resolution shall take effect immediately.
