THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY RESOLVES THAT:
WHEREAS, the West Contra Costa Transportation Advisory Committee (WCCTAC), through a
Joint Exercise of Power Agreement is the West Contra Costa Regional Transportation Planning
Committee. WCCTAC's members include the cities of El Cerrito, Hercules, Pinole, Richmond and San
Pablo and the agencies AC Transit and BART; and the County of Contra Costa. The WCCTAC is charged
with assessing the transportation needs and coordinating the actions of its members with regard to
transportation issues; and
WHEREAS, the San Francisco Bay Trail is a planned, 400-mile system around the shoreline of
San Francisco and San Pablo Bays established by the California State Legislature in 1987 under the
sponsorship of Senator Bill Lockyer; and
WHEREAS, the Trail is being implemented by The San Francisco Bay Trail Project, a non-profit
organization housed within the Association of Bay Area Governments (ABAG) in partnership with MTC
and the East Bay Regional Park District; and
WHEREAS, the San Francisco Bay Trail provides access to and along the Bay's shoreline for
pedestrians, bicyclists, and other non-motorized users and connects residential, employment and
recreational destinations; and
WHEREAS, when completed, the Trail will link the shoreline trail systems of nine counties and
432 cities and over 130 parks and public open space preserves, thereby making it a truly regional
project;
WHEREAS, approximately 170 miles of the Trail have been completed including 12 of the 50
miles of Contra Costa County; and
WHEREAS, West County desires to bring trail projects, (especially the San Francisco Bay Trail) to
the forefront and to aggressively pursue funding in conjunction with participating jurisdictions and
agencies;
NOW THEREFORE BE IT RESOLVED, that Contra Costa County realizes the importance of the
San Francisco Bay Trail as a connector between employment sites, schools and residences which
encourages tries using alternative modes (bicycling and walking) and recognizes the value of trail
projects to connect recreational destinations as well;
BE IT FURTHER RESOLVED that Contra Costa County fully supports efforts to seek funding and
apply for grants to close the gaps in the San Francisco Bay Trail in West County, and does hereby
authorize staff to work with other agencies and jurisdictions to pursue available funding. Additionally,
Contra Costa County supports the efforts of WCCTAC to pursue inclusion of the West County section of
the Bay Trail in the October 1997 Congestion Management Plan Update (draft anticipated in June 1997)
to improve the possibility of the project receiving future funding.
PASSED AND ADOPTED on September 10, 1996, by a unanimous vote of the Board members
present.
