SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. OPEN public hearing and receive testimony on the North Richmond Neighborhood
Revitalization Strategy and to amend the FY 1995-1999 Contra Costa Consolidated
Plan to include the Strategy;
2. CLOSE the public hearing and consider the North Richmond Neighborhood
Revitalization Strategy for inclusion in the Consolidated Plan;
3. ADOPT the North Richmond Neighborhood Revitalization Strategy and APPROVE the
amendment to the Consolidated Plan; and
4. AUTHORIZE the Chair, the Director of Community Development, the Deputy Director
of Redevelopment, or their designee to transmit the North Richmond Neighborhood
Revitalization Strategy to the U.S. Department of Housing and Urban Development
(HUD) for approval.
FISCAL IMPACT
No General funds are involved (U.S. Department of Housing and Urba evelopment funds).

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Final Rule of the Consolidated Plan allows for the inclusion of a Community
Revitalization Strategy (CFR 91.215(e)(2)) as part of a jurisdiction's five year Consolidated
Plan. The development of a comprehensive community revitalization strategy is intended
to create partnerships among federal and local governments, the private sector, community
organizations, and neighborhood residents in order to secure economic empowerment
opportunities in distressed neighborhoods.
The 1990 Census provides the following information on North Richmond:
• Of the approximately 2,300 people who reside in North Richmond, over one-third
are under 18 years of age.
• More than half of the household incomes are below the poverty level.
• More than 30% of area residents are unemployed.
• Approximately 60% of the available housing units were built prior to 1960.
• The home ownership rate is less than 30%.
• Only an estimated 20% of adults over 25 have graduated from high school or
attended college.
Based on the above information and research of various planning and implementation
documents, and in cooperation with the Contra Costa County Redevelopment Agency and
the North Richmond Municipal Advisory Council, it has been determined that the
development of a Community Revitalization Strategy for North Richmond is in the best
interest of the County and the residents of North Richmond.
The strategy provides goals and objectives specific to North Richmond that are intended
to create partnerships with other County agencies, community organizations, and to
generate community participation in order to create an economic stimulus to the area. In
addition, several incentives are available to communities that have approved Revitalization
Strategies. Incentives include the elimination and minimization of certain tracking and
record keeping requirements, exemption from the public service cap for Community Based
Development Organizations, and greater flexibility in carrying out housing programs.
Additionally, a HUD approved revitalization strategy will enhance the competitiveness of
County applications for other sources of funding, including the expected federal application
for senior housing.

BEFORE THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS
Notice is hereby given that on Tuesday,August 6, 1996, at 11:00 a.m. in Room 107, of the County
Administration Building, 651 Pine Street(corner of Escobar and Pine Streets), Martinez, California,the
Contra Costa County Board of Supervisors will be considering the following matter.
Recommendation on the North Richmond Community Revitalization Strategy and Amendment to the
FY 1995-1999 Contra Costa Consolidated Plan
The North Richmond Revitalization Strategy is a planning document that outlines goals and objectives to
create communities of opportunity in distressed neighborhoods by stimulating the reinvestment of human
and economic capital and by economically empowering low-income residents. The strategy boundaries are
the same as those for the North Richmond Redevelopment Project Area which was adopted in July 1987.
Inclusion of the North Richmond Revitalization Strategy in the Consolidated Plan constitutes an
amendment to the Plan.
Contra Costa County is a participating Urban County in the U.S. Department of Housing and Urban
Development's Community Development Block Grant Program. The Urban County includes all
unincorporated areas of the County,plus the cities of Brentwood, Clayton, Danville, El Cerrito,Hercules,
Lafayette, Martinez, Moraga, Orinda, Pinole, Pleasant Hill, San Pablo, and San Ramon. In addition Contra
Costa County is the Consortium representative for the Contra Costa HOME Consortium which includes all
of Contra Costa County with the exception of the City of Richmond.
The FY 1995-1999 Contra Costa Consolidated Plan was approved on February 14, 1995 by the County
Board of Supervisors subsequent to public hearings. The five year Plan includes the following: an
assessment of housing and community development needs; identification of available public and private
housing and community development resources; and a discussion of goals and priorities for meeting needs,
including specific actions, programs, and projects to be implemented over the next five years. The annual
Action Plan includes a description of the activities that will undertaken during the year to address priority
needs and local objectives. It includes funding allocations for Community Development Block Grant
(CDBG), HOME Investment Partnership Act(HOME), Emergency Shelter Grant(ESG) and Housing
Opportunities for People with AIDS.
Copies of the North Richmond Revitalization Strategy, and the Consolidated Plan are available for review
during normal business hours in the Office of Housing and Community Development, 651 Pine Street, 5th
Floor, North Wing, Martinez, CA.
Interested parties are encouraged to send comments on the Revitalization Strategy. Written comment
should be submitted to the Community Development Department, 651 Pine Street, 4th Floor North Wing,
CA 94553 by 5:00 p.m. on Monday, August 5, 1996. This facility is accessible to the mobility impaired. If

SUBJECT: North Richmond Neighborhood Revitalization Strategy
Dear Chairman Smith:
The purpose of this letter is to provide our support of the development of a
Community Revitalization Strategy for North Richmond through the Community
Development Block Grant Program. The strategy is in keeping with the seven-
point Community Action Plan developed and adopted by the Municipal Advisory
Council which includes: job creation, improvement of the physical environment,
quality housing, and services for youth and children.
The North Richmond area was designated as a Redevelopment Project Area in 19.87 . _
The primary goal of the Redevelopment Plan was to stimulate economic
development and improve the housing stock. In addition, the County, on behalf
of the community of North Richmond and the City of Richmond applied for federal
designation as a Enterprise Zone in 1994. Unfortunately, the application . was
not approved. We feel that the Community Revitalization Strategy incorporates
many of the goals and objectives of the.Redevelopment Plan and Enterprise Zone
programs and provides opportunities for the Community .to realize economic
growth.
The Municipal Advisory Council looks forward to continuing to work with the
County and the Community Development Block Grant Program to carry out . the
Community Revitalization Strategy.
The development of a neighborhood revitalization .strategy . will assist in
furthering the goals of urban revitalization, economic opportunities, and
housing and human services needs in North Richmond

RE: CDBG Community Revitalization Strategy for the Community of North Richmond
On behalf of Contra Costa County,I am pleased to submit to the Department of Housing and Urban Development
a Community Revitalization Strategy for the community of North Richmond,pursuant to 24 CFR 91.215(e)(2).
The Strategy is an Amendment to the Contra Costa County FY 1994-99 Consolidated Plan, and has been
approved subsequent to public hearing for inclusion in the Plan by the Contra Costa County Board of
Supervisors.
The Strategy is a synthesis of previously adopted plans,goals and objectives intended to make North Richmond
a community that provides economic opportunities,affordable housing,and a safe and pleasant environment.
The goals and objectives identified in the Strategy will assist in the removal of barriers to economic revitalization
through infrastructure improvements,incentives to existing and new businesses,job training and development,
and affordable housing.
The approval of the Strategy by HUD will provide the County with an effective tool to stimulate economic
development,and thereby empower the residents of North Richmond through jobs,housing and services. A copy
of the certified Board Order of August 6, 1996 regarding the public hearing and approval of the Strategy and
Amendment to the Consolidated Plan will be forwarded to you within five(5)days of this letter.
