County of Contra Costa 651 Pine St. Martinez, California 94553-1292 Dear Ladies and Gentlemen: ECKLEY FISHING PIER CONTRA COSTA COUNTY The Wildlife Conservation Board (WCB), in addition to other responsibilities, carries out a program which includes the development of public access facilities for hunting, fishing or other wildlife-oriented recreation uses. Potential projects are usually identified by local government and reviewed by WCB and the Department of Fish and Game staffs prior to being considered for fund by the Wildlife Conservation Board. At this time, and in response to a request from the East Bay Regional Park District, the WCB proposes to consider funding a fishing pier in the Carquinez Strait in Contra Costa county. This proposal is presently scheduled for the August 13, 1996 WCB meeting. Greenhorn Reservoir Fishing Access, Siskiyou County $37,618.00 To consider a cooperative proposal to develop a barrier free fishing access site on Greenhorn Reservoir within the City of Yreka. Elk Grove Fish Hatchery-Transfer of Well & Pump Site, Sacramento County $-0- To consider the transfer of a well and pump, together with approximately one half acre of land on which the facility is located, to the Elk Grove Community Services District in .exchange for'the District's assumption of a Department of Fish and Game permanent obligation to provide water into Laguna Creek. It is also proposed that the District be granted an easement over Department land to access the pump site. 13. Scotts Flat Fishing Access, Nevada County $170,218.00 To consider a cooperative project with the Nevada Irrigation District to develop a barrier free fishing access on Scotts Flat Reservoir on District owned property. Eckley Fishing Pier, Contra Costa County $125,218.00 To consider a cooperative project with the East Bay Regional Park District to develop a public fishing pier within the Carquinez Strait Regional Shoreline Park. Sedgwick Ranch, Santa Barbara County $800,000.00 To consider a grant to the University of California for use toward the acquisition of 783 + acres in the Santa Ynez Valley to protect riparian habitat, oak woodlands, wildlife migration corridors and habitat for threatened and endangered animal and plant species. (Habitat Conservation Fund/P-117) 16. Bodega Bay Monarch Butterfly Grove, Sonoma County $255,000.00 To consider a proposal to acquire 3.5±acres of land located north of the town of Bodega Bay to assure permanent preservation of a critical overwintering grove of trees for Monarch Butterflies. The acquisition of Monarch butterfly habitat is specifically mandated in the California Wildlife Coastal, and Park Land Conservation Act (1988). [P-70, Section 5907(c)(2)] 17. Otay Mountain Ecological Reserve, San Diego County $3,985,000.00 To consider a proposal to acquire.two parcels of privately owned land, totaling 843± acres, to protect multiple species habitats in San Diego County as part of the public/private, Natural Communities Conservation Planning (NCCP) project. [California Wildlife Coastal and Park Land Conservation Fund of 1988/P-70, Section 2907(c)(3) and the Habitat Conservation Fund/P-117] -4- 18. Santa Rosa Plateau Ecological Reserve, Expansion #3, Riverside County $310,000.00 To consider the acquisition of a 719.8+ acre parcel of land and the transfer of a 100 + acre parcel of non-sensitive state land in Riverside County, as part of a multi-party transaction to expand the Santa Rosa Plateau Ecological Reserve. [Wildlife and Natural Areas Conservation Fund/P-70, Section 2720(a) and the Habitat Conservation Fund/P-117 (P-70, Section 2720(a)] 19. Mill Creek/Gray Lodge Wildlife Area, Expansion #6, Humboldt and Butte Counties $1,774,000.00 To consider a grant to the Bureau of Land Management for use toward its purchase of 358 + acres of land, plus timber, located in Humboldt County, for the protection of NO Creek watershed and related critical habitats for threatened and endangered species. In addition, to consider the acceptance of, as part of the same transaction and in consideration of the proposed grant, 750+ acres of land, located in Butte County, to improve water delivery and distribution of the Gray Lodge Wildlife Area as well as for the protection of riparian and historic wetlands habitats. Bodie Bowl Ecological Reserve, Mono County $500,000.00 To consider a joint acquisition with the Department of Parks and Recreation to acquire 517 + acres of land to protect deer, antelope and sage grouse habitat.
