July 23, 199 6 Board of Supervisors Contra Costa County 651 Pine Street 3rd Floor.North Wing Martinez, California, 94553-0095 Dear Members, Board of Supervisors: At the August 7, 1996 Board of Education Meeting, a public hearing will be held and resolutions will voted on regarding an increase of the School Facilities Developer Fees in accordance with Government Code Section 53080. The State Allocation Board has approved an increase of $.12 ($1.72 to $1.84) for residential, and an increase of $0.02 ($0.28 to $0.30) for commercial or industrial construction. The increase in the fees, should it be approved,will be effective August 8,1996,for all building permits issued on or after August 8,1996. The meeting will be held at 7:00 pm at the Staff Development Center, at 2625 Barnard Road, Richmond. A Developer Fee Justification Study has been prepared in accordance with the law, and is available to the public. Further information on the costs of school services and facilities and other available revenue, including the general fund, will be available at the District offices as of July 23, 1996. A copy of the study will be sent to you when it is accepted by the Board of Education. If you would like a copy prier to the public hearing, please contact Cate Burkhart, at 620-2019. Superintendent of Schools SCHOOL FACILITIES DEVELOPMENT FEE California Government Code, Section 53080 et sec., and 65995(b) et seg.,-authorizes California public schools to levy a fee on all building development to finance capital outlay for school facilities. This fee applies to all new residential and commercial or industrial construction within the West Contra Costa Unified School District boundaries. At the August 7, 1996 Board of Education Meeting, a public hearing will be held and resolutions will be presented for approval regarding the increase of the School Facilities Developer Fees. The State Allocation Board has approved an increase of$.12 ($1.72 to $1.84) for residential, and an increase from $0.28 to $0.30 for commercial or industrial construction. The increase in the fee will go into effect August 8, 1996,for all building permits issued on or after August 8, 1996. Please make arrangements to submit this fee to the School District at the address listed below. Please bring all copies of your plans to be submitted to the city or county building department so that they may be stamped by the District at the time the fee is paid. The plans will be returned to you after they are stamped along with a letter of certification of payment. Neither the city or the county can issue a permit until proof of payment and the stamps have been obtained from the District by the applicant.
