SUBJECT: FY 96/97 funding for the County Household Hazardous Waste Program and the County's portion of
operating costs of the East County used battery/oil/paint collection facility
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Allocate$48,414 for FY 96/97 to operate the County Household Hazardous Waste Program($42,183) and the
County's share of operating the Delta Diablo Sanitation District's Battery/Oil/Paint(BOP) Facility($6,231).
BACKGROUND:
The County has operated a mobile Household Hazardous Waste (HHW) Program since 1993,as required by AB 939.
In FY 95/96 just ended,the Health Services Department held eleven HHW collection events that served over 5,300
households in East and West County and the City of San Ramon. We plan the same number and distribution of
events for FY 96/97. Collection of hazardouse waste from small businesses was initiated in FY 95/96,with waste
being collected from about fifty businesses. This will be continued and expanded in FY 96/97.
On June 29, 1996,two new permanent facilities opened to accept used oil, oil filters,antifreeze,car batteries and
latex paint from all East and West County residents on a weekly drop-off basis. These"BOP"facilities will offer an
additional and convenient option for residents to safely dispose of these wastes.
Start-up costs for the facilities were financed with a$199,500 Used Oil Opportunity Grant awarded to Health
Services by the California Integrated Waste Management Board. A publicity campaign to inform residents of the
facilities and the proper disposal of these wastes is planned for the end of the summer, in both areas.
The two facilities are a product of collaboration between the County,Cities, local agencies,and the private sector.
In West County, our staff worked with the West Contra Costa Integrated Waste Management Authority and the
West Contra Costa Sanitary Landfill to site the facility at the Landfill. Operational costs will be fully funded by
landfill user fees.
In East County,staff worked with Cities of Antioch;Brentwood and Pittsburg and the Delta Diablo Sanitation
District to design operations and arrange funding for the District's facility. Costs are being shared among the
participating jurisdictions based on the percent of occupied households in each jurisdiction. Of the allocation
recommended above,$6,231 will be paid to the Delta Diablo Sanitation District to cover the County's portion of
costs there for FY 96/97.
All parties are discussing the possible expansion of the BOP facilities so that they can accept the full range of
household hazardous waste.

The remaining $42,183 will fund the Health Service Department's mobile Household Hazardous Waste Program in
the unincorporated areas of East County and the unincorporated area serviced by the Rodeo Sanitary District. The
Integrated Resource Recovery Facility in West County will cover the costs for the remaining unincorporated areas
of West County. The HHW Program also serves all cities in East and West County,and the City of San Ramon;
allocation of costs is based on the percent of occupied households in each participating jurisdiction. In prior years
the Program has been funded by solid waste tipping fees.
As in FY 95196,the Central County cities are providing their own HHW services. Their program also covers the
unincorporated areas of Central County. The Central Contra Costa Sanitary District has submitted an application
for a permit to open an HHW drop-off facility across from its District offices; they plan to open it in spring/summer
1997. At that time,the City of San Ramon plans to end its participation in the County program and receive services
through the Central Contra Costa Sanitary District facility.
FISCAL IMPACT:
No County funds are required. Funds to cover program costs are available from solid waste fees.
