Contra Costa DAT5: July 17, 1996 County SUBJECT: Approve Two Standard Agreements (Amendments) to the Master Grant Agreement with the State Department of Health Services for the County's AIDS Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) , to execute on behalf of the County, two Standard Agreements (Amendments) #29-388-17 and #29-388-18 (State #95-22668, A-4 and A-5) with the State Department of Health Services effective July 1, 1995 to decrease the contract payment limit by $105,400 to a new total of $1,160,601 to fund the County's AIDS Program during FY 1995-96. II. FINANCIAL IMPACT: These Amendments reduce the maximum reimbursable amount of State funding for FY 1995-96 by $105,400, from $1,266, 001 to a new total of $1,160,601, to reflect the actual level of services provided by the County's AIDS Program during the fiscal year. No County funds are required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 19, 1995, the Board of Supervisors approved Standard Agreement #29-388-15 (as amended by Standard Amendments #29-388-16-01, #29-388-16-02 and #29-388-16-03) with the State Department of Health Services, for the period from July 1, 1995 through June 30, 1996, for the County's AIDS Program. The Master Grant Agreement incorporates a Memorandum of Understanding (MOU) for each service component of the AIDS Program. The MOU's define the services to be provided and the budget for each component and are negotiated by the staff of the State Office of AIDS and County AIDS Program representatives. These Amendments are a method for the State to disencumber unexpended funds. The net result of the two State-initiated contract amendments #29-388-17 and #29-388-18 is a new total contract payment limit of $1,160,601, which reflects a reduction in the actual level of services provided under the Young Women Survey and HIV Testing Programs during FY 1995-96. Three certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
