Ie RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1c
Categorical Exemption, and DIRECT the Public Works Director to prepare
contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption
with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00
handling fee to the County Clerk for filing of the Notice of Exemption.

DIRECT the Public Works Director to begin right of way acquisition and to prepare
contract plans and specifications for construction.
II. FINANCIAL IMPACT:
The estimated project cost is $700,000 funded by Measure C (95%) andSB-300
(5%)•
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes placing a layer of asphalt concrete over existing pavement.
It is needed to prevent further deterioration of the pavement surface.
The project has been determined to be in compliance with the General Plan and
is exempt from CEQA because it consists of routine maintenance of existing
roadways.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction
and may jeopardize funding.

The project will not have a significant effect on the environment. The
recommendation is based on the following:
The road overlay project consists of routine maintenance activities on existing road
surfaces and will not result in any expansion of use beyond that previously existing. No
right-of-way will be acquired and no removal of scenic resources will occur as a result of
the activities.
What changes to the project would mitigate the identified impacts (list mitigation
measures for any significant impacts and conditional negative declaration).

GENERAL CONSIDERATIONS:
0
1. Location: The three road overlay project locations are on unincorporated roadways
in east and west Contra Costa County (Figures 1-4).
2. Project Description: The project consists of placing asphalt concrete overlays on
existing road surfaces and associated ancillary activities. Road surface treatment
projects maintain the structural integrity of the roadway and may occur on major
arterial or commuter routes. If so, the contractor will be instructed to work only
during non-commute hours so as not to interrupt the flow of traffic, and will phase
the work if necessary to minimize disruption to motorists. In residential areas the
majority of work will be performed during the hours of 7:30 a.m. and 5:00 p.m..
