FINANCIAL IMPACT: The estimated project cost is $397,000. funded by FEMA (75%) and State (25%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes repairing bank erosion and slip-outs by excavating and removing loose slope material and replacing it with rock slope protection and repairing a headwall. It is needed to minimize erosion of the creek banks and road shoulders. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is an alteration to an existing facility with no expansion of use. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project may result in further erosion. The recommendation is based on the following: The proposed project consists of repairing eroded creek and flood control channel banks with rock slope protection and repairing a headwall. The repairs will not involve an expansion of use beyond that previously existing nor result in the removal of any scenic resources. What changes to the project would mitigate the Identified impacts (list mitigation measures for any significant impacts and conditional negative declaration). Therefore, best management practices such as cofferdams, pilot channels, pumping, and silt fences will be used to prevent construction generated materials from entering the water, All loose rock slope protection will be covered with soil above the ordinary high water mark. All bare slopes will be seeded with native grasses. One approximately.8" dbh non-native tree will be removed at the Franklin Canyon/Dutra Road location, however, it is located in a heavily vegetated area and is not considered a scenic resource.
