Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1
Categorical Exemption, and DIRECT the Public Works Director to prepare
contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption
with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00
handling fee to the County Clerk for filing of the Notice of Exemption.

II. FINANCIAL IMPACT:
The estimated project cost is $70,000.00 funded by (FEMA 75%) (State 25%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes restoring existing culverts to their original function, repairing
eroded banks, and undermined portions of roadways.
It is needed to restore the integrity of the road embankments and prevent
roadway collapse.
The project has been determined to be in compliance with the General Plan and
is exempt from CEQA because it is a repair of existing facilities with no
expansion of use beyond previously existing.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction
and may allow roadway collapse.

Project Description, Common Name (if any) and Location: CANYON LAKE DRIVEID'AVILA WAY
STORM DAMAGE REPAIRS County File #CP 96-57: The project consists of restoring existing
culverts to their original function, repairing eroded banks with loose rock slope protection, excavating
and removing approximately 20 cubic yards of silt, and repairing the underminded roadway. If water
is present, it will be diverted around the work site. Upon completion of the project, all disturbed areas
will be seeded with native grasses. Project location: Canyon Lake Drive is located in an
unincorporated area of Martinez in the central County area and D'Avila Way is located in an
unincorporated residential area of EI Cerrito in the west County area.
This project is exempt from CEQA as a:

GENERAL CONSIDERATIONS:
1. Location: Canyon Lake Drive is located in an unincorporated area of Martinez in
the central county area and D'Avila Way is located in an unicorporated residential
area of El Cerrito in the west county area (Figures 1 - 3).
2. Project Description: The project consists of restoring existing culverts to their
