DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT: The estimated project cost is $70,000.00 funded by (FEMA 75%) (State 25%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes restoring existing culverts to their original function, repairing eroded banks, and undermined portions of roadways. It is needed to restore the integrity of the road embankments and prevent roadway collapse. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a repair of existing facilities with no expansion of use beyond previously existing. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may allow roadway collapse.
