RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality;Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes pavement and minor drainage improvements and rolled curb reconstruction. It is needed to restore the road surface and local drainage to their original function. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is an alteration to an existing facility with no expansion of use. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of pavement and drainage problems being solved. The recommendation is based on the following: The proposed project consists of the minor alternation of existing facilities with no expansion of use. The proposed repairs will restore the structural integrity of the roadway and improve drainage. Repairs will not result in the removal of any scenic resource. It is located in an unincorporated area of EI Sobrante in West Contra Costa County (Figures 1- 3). 2. Project Description: The proposed project consists of reconstructing the pavement to restore the road surface, replacing damaged curbs, modifying drainage inlets and installing a storm drain to minimize stormwater ponding. The existing pavement width is 24 feet and will remain the same. The overall length of the project is approximately 840 feet (Figure 3). 3.
