SUBJECT: Report on the County' s Compliance Checklist for the Contra Costa
Congestion Management Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Find the policies and programs of Contra Costa County, as
reported in the Compliance Checklists submitted to the Regional
Transportation Planning Committees (see Exhibits A through D) ,
conform to the requirements for compliance with the Contra Costa
Congestion Management Program (CMP) , and authorize their
signature by the Chair of the Board of Supervisors .
FISCAL IMPACT
Compliance with the CMP will ensure the County receives its
allocation of state gas tax revenues pursuant to Proposition 111
and will maintain its eligibility for other state and federal
transportation revenues . These revenues are used for
. transportation purposes .
BACKGROUND/REASONS FOR RECOMMENDATION
As the Congestion Management Agency (CMA) , the Contra Costa
Transportation Authority has the responsibility of ensuring that
local jurisdictions comply with the Congestion Management Program
(CMP) . To monitor local compliance, the Authority has developed
two checklists to ensure that the requirements of the CMP are

BACKGROUND/REASONS FOR RECOMMENDATION (continued)
met . One checklist is for local jurisdictions . The other checklist is for
the Regional Transportation Planning Committees (RTPC' s) . The checklist for
local jurisdictions asks whether, during the July 1, 1994 to June 30, 1996
time period, each jurisdiction has met the following four requirements of the
CMP
- Consistency with traffic Level of Service standards;
- Participation in Deficiency Plan preparation, adoption, and
implementation;
- Adoption of a Transportation Demand- Management ordinance; and
- Evaluation of the impacts of land use decisions on the transportation
system.
In addition, the checklist asks whether each jurisdiction has regularly
participated in RTPC planning activities and whether there is other
information-that should be considered in the review of the checklist .
Each jurisdiction submits their checklist first to its RTPC. The RTPC' s will
compile the checklists of member jurisdictions, complete the RTPC checklist,
and transmit all the checklists to the Authority by September 30, 1996 .
The County' s checklists for each RTPC were completed by the Community
Development Department and are attached as Exhibits A through D. The
checklists certify compliance with the CMP requirements for each RTPC area.
CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the Transportation Committee' s recommendation will cause
the County to be out of compliance with the CMP, cause the State to withhold
the County' s Proposition 111 allocation of gas tax revenues, lead to a
reduction in road maintenance projects in unincorporated areas, and may
prevent the use of future federal and state transportation revenues in the
unincorporated area.
