HomeMy WebLinkAboutMINUTES - 08131996 - C76 THE BOARD OF SUPERVISORS CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order of August 13, 1996 by the following vote: AYES: Supervisors Rogers, Bishop, DeSaulnier, Torlakson, Smith NOES: None ABSENT: None RESOLUTION NO. 96/374 SUBJECT: Approving Plans and Specifications for Installation of Voice/Data Communication Cabling Distribution System Merrithew Memorial Hospital Replacement Project Budget Line Item No. 6971-4580 Authorization No. 0928-WH580B WHEREAS plans and specifications for Installation of Voice/Data Communication Cabling Distribution System at 2500 Alhambra Avenue, Martinez for Merrithew Memorial Hospital have been filed with the Board this day by the Office of the County Administrator; and WHEREAS specialty contractors have been prequalified and approved by the Board; and WHEREAS plans and specifications were prepared by Comsul,Ltd.; and WHEREAS the Consultant's cost estimate for the .initial construction contract is $475,000.00; and WHEREAS the Board has obtained the general prevailing rates of wages, which shall be the minimum rates paid on this project; and WHEREAS the Board previously determined that the project is exempt from Environmental Impact Report requirements as a Class 2a Categorical Exemption under County Guidelines and the Community Development has filed a Notice of Exemption with the County Clerk; IT IS BY THE BOARD RESOLVED THAT 1. The said plans and specifications are hereby APPROVED 2. The County Administrator, or his designee, is AUTHORIZED to issue bid Addenda, as needed for clarifications to the contract bid documents, so long as the involved changes are consistent with the established project budget and do not increase its cost. 3. The County Administrator, or his designee, is AUTHORIZED to extend the bid opening date, if needed, and to arrange for the Clerk of the Board to publish a revised Notice to Contractors in accordance with the Public Contract Code. RECOMMENDATION 1. ACKNOWLEDGE the Request for Statement of Qualifications to Contractors for the Low Voltage Data/Communication Installation package. 2. APPROVE the recommendation list of electrical/communication contractors who have met the criteria established for prequalification for bidding on the installation of the voice/data cabling distribution system for the Merrithew Memorial Hospital Replacement Project. Background The Construction of the replacement hospital includes provisions for a voice and data network. The contractor is providing the infrastructure for this system which includes communication rooms, riser conduits, cable trays, support rings and hooks, and termination boxes. Not included as part of this scope if the communication equipment, cable and outlets. Given the specialty nature of this technology, the design and construction of this work was to be done as a separate but coordinated project. On February 27, 1996, the Board approved the selection of Comsul, Ltd. to design the voice and data system. In order to achieve a reliable and high quality system, the Consultant developed specifications based on AT&T Systimak or Northern Telecom IBDN products and specifications. These two systems provide a fifteen year warranty backed by AT&T and Northern Telecom. In order to receive the benefit of these warranties, the installation contractor must be licensed by one or both telephone companies. Because of the strict tolerances and benefits of quality control, the project team developed criteria to prequalify contractors based on telephone company licensing,staffing and past equivalent experience. A direct mailing was sent to contractors in northern California who were listed by AT&T and Northern Telecom as licensed to install their respective systems. In addition, a notice was advertised in the Contra Costa Times. The County received 15 responses to this announcement from the following contractors: Vector Resources, T&R Communications, Fiber Optic Technologies, Lera Systems, WBE Telecom, River City Communications, Polytron, Sasco Data Systems, Metropolitan Data Communications, Valley Communications, Johnson Controls, Comtel, Pro Com Marketing, Apex Communications and IBT Telecommunications. Based on scoring criteria developed by the project team, the following six firms have been determined qualified to submit bids on the project: T&R Communications, Lera Systems, Polytron, Sasco Data Systems, Johnson Controls and Comtel. When authorized for bid,these prequalified contractors will be sent a set of the project's plans and specifications. Page 2 of 2
