Bragdon J� County Director of Community Development DATE: August 13, 1996 SUBJECT: Request for Transfer of Community Development Block Grant Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ( 1) AUTHORIZE the Auditor-Controller to carry forward $97, 167 .29 in unexpended Community Development Block Grant (CDBG) funds allocated to the City of San Pablo for their Housing Rehabilitation Program from FY 1994/95 (CDBG Project Agreement 20-02 ) to the City' s FY 1996/97 Housing Rehabilitation Program (CDBG Project Agreement 96-7-HSG) ; and (2) AUTHORIZE the Deputy Director-Redevelopment or his designee to increase the total- spending limit for CDBG Project Agreement to $292 , 167 .29 . FISCAL IMPACT None. CDBG funds are provided to the County by the U.S. Department of Housing and Urban Development. Garnett) AND OU Y NISTRAT Community Development San Pablo via Comm. Dev. years . Historically, the County has supported this program through an annual allocation of CDBG funds . Due to a high level of staff turnover, the City was unable to fully utilize CDBG funds allocated for this program during the FY 1994/95 program year. The City program has now stabilized and the pace of rehabilitation activity has increased. Assuming approval of the requested carryover, the following CDBG resources will be.available for rehabilitation loans in San Pablo during FY 1996/97 : FY 1996/97 CDBG allocation $120, 000 . 00** FY 1994/95 CDBG carryover funds $ 97 , 167 .29 Anticipated CDBG program income $ 75,000 . 00 TOTAL $292, 167 .29 These resources will be adequate to provide housing rehabilitation loans to an estimated 14 lower-income households during FY 1996/97 . ** Funds previously approved by the Board of Supervisors on March 12, 1996 . kh/k14/B0S20-7
