Bragdon � .J County Director of Community Development C DATE: August 13, 1996 SUBJECT: CDBG Project Agreement for the Housing Authority Rental Rehabilitation Program and Request for Transfer of Community Development Block Grant Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONSRECOMMENDATIONS ( 1) AUTHORIZE the Deputy Director - Redevelopment or his designee to enter into Community Development Block Grant (CDBG) Project Agreement 96-1-HSG with the Housing Authority of Contra Costa County for the Rental Housing Rehabilitation Program; and (2 ) AUTHORIZE the Auditor- Controller to carry forward all unexpended prior year CDBG funds allocated to the Rental Rehabilitation Program under CDBG Project Agreement 20-04 ($198, 910 . 65) and 21-05 ( $44.,505 . 63) to CDBG Project Agreement 96-1-HSG for use in rehabilitating affordable rental housing in the current program year. FISCAL IMPACT None. CDBG funds are provided to the County through the U. S. Department of Housing and Urban Development. Garnett) AND COUNTY ADMINISTRATOR Community Development _ Housing Authority BY , DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS The purpose of the Rental Rehabilitation Program operated by the Housing Authority is to maintain and improve the supply of rental housing affordable to lower-income households ( incomes at/below 80 percent of the area median) in the Urban County. The Urban County includes all of Contra Costa with the exception of the Cities of Antioch, Concord, Pittsburg, Richmond, and Walnut Creek. County CDBG funds are used to administer the program and to provide low and zero-interest loans to property owners for purposes of rehabilitating rental units . Since the program's inception in 1984, the Housing Authority has successfully rehabilitated more than 500 rental housing units affordable to lower-income households using $3 .4 million in public funds and $2 . 7 million in private financing. " Due to an unusually high level of program income during FY 1994/96 , the Housing Authority did not request additional FY 1996/97 CDBG funds for rehabilitation. Instead, the HACCC has proposed to operate the Rehabilitation Program using the following resources : FY 1994/95 CDBG funds $198, 910. 65* FY 1995/96 CDBG funds $ 44,505 . 63* CDBG Program Income (estimate) $ 5, 000 . 00 Federal Rental Rehabilitation Program Income (estimate) $180,000 . 00 Housing Authority funds $ 12 ,000 . 00 Owner/investor funds (estimate) $331 ,000 . 00 TOTAL RESOURCES $771,416 . 28 * Unexpended CDBG funds from prior year contracts. The Housing Authority anticipates that these resources will be adequate to rehabilitate 50 units of rental housing during FY 1996/97, including 14 units affordable to extremely low income households ( incomes at/below 30 percent of the area median) , 24 affordable to very-low income households ( incomes at/below 50 percent of area median) , and 12 affordable to low-income households ( incomes at/below 80 percent of area median) . k14/BOS96-1
