SUBJECT: Authorization for Application to the California Transportation
Commission for Grant Funding to Develop Comprehensive Airport Land Use
Plans for the areas around the Byron and Buchanan Field Airports
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1 . Authorize the Director of Community Development to apply to
the California Department of Transportation Acquisition and
Development Fund for a grant allocation of $82, 000 attached
hereto as Exhibit "A" for the preparation of a Comprehensive
Airport Land Use Plan for the areas around Byron and Buchanan
Field Airports .
2 . Certify the availability of Community Development Department
staff time for purposes of satisfying the requirement for a
10% local match (equivalent of $8200 in staff time) .
FISCAL IMPACT
The application would require that the County provide a 10% local
match which staff recommends be satisfied by a commitment to
provide an in-kind allocation of staff time by the staff person
within the Community Development Department who is assigned as
staff to the Airport Land Use Commission. There is a possibility
that a portion of the local match requirement might be satisfied by
another local revenue source .
BACKGROUND/REASONS FOR RECOMMENDATIONS
There are two public use airports within Contra Costa County:
Byron and Buchanan Field. Pursuant to Public Utilities Code

requirements, a Comprehensive Land Use Plan (CLUP) is required for
the areas around each airport to provide guidance to local agencies
on compatible land use. This plan is formulated and adopted by the
Contra Costa County Airport Land Use Commission (ALUC) .
The plans that are presently in effect for both airports need to be
updated. In 1990, the Board of Supervisors adopted a new Airport
Master Plan for Buchanan Field airport including new data on
airport noise impacts, airport layout plan, and airspace needs .
The existing plan for Byron Airport is intended only as an interim
plan and only allows for open space uses in its vicinity.
Within the last year, the California Division of Aeronautics has
issued a new handbook to provide guidance to ALUCs on the
formulation of a CLUP. The handbook contains new information on
aircraft accident potential and aircraft overflight considerations
that will aid in addressing concerns about planned airport
operations and compatible land use within the County.
Review by State To-Date of Funding Request
The County had requested funding for the preparation of updated
plans from the State . On May 1, 1996, the California
Transportation Commission adopted the 1996 Aeronautics Program
which selected this request for funding in fiscal year 1996-97 .
The California Department of Transportation has requested that our
County apply to the Commission for funding of the grant request .
Effect on Implementation of 1995 Barron Airport Action Plan
In authorizing this application, the Board will also be advancing
the Byron Airport Action Plan which was unanimously adopted by the
Board of Supervisors on November 7, 1995 . That plan specified
actions to allow for the consideration of urban uses in the
vicinity of the airport .
