RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf of the County, a State Education Coordination and Grants (SECG) 8%/30% Funds Cooperative Agreement for Program Year 1996-1997 (County #19-8250-0), requesting authorization to expend $75,000 of Job Training Partnership Act QTPA) 8%/30% funds (with a requirement for a local match of at least $75,000 with non-county funds to be provided by Mt. Diablo Unified School District) for the period July 1, 1996 through June 30, 1997 and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. One hundred percent federal funds. III. REASON(S) FOR RECOMMENDATION/BACKGROUND: By letter of July 29, 1996 the CA Department of Education approved a project from Mt. Diablo Adult Education (in coordination with two other Local Education Agencies) to the California Department of Education (CDE) to utilize $75,000 in JTPA 8%/30% funds to provide school to career training for JTPA eligible women in non-traditional employment and school to career services to DTPA eligible youth. The required "local match" of at least $75,000 is the responsibility of Mt. Diablo Adult Education. Provision of any state or federal funds is contingent upon funding availability. The signatories below assure that this agreement shall be carried out in accordance with the requirements of JTPA. The agreement requires full adherence to all JTPA cost limitations,reporting and procurement requirements,at least a one hundred percent matching contribution, and assurance that no less than 75%of the funds available under this agreement shall be expended on activities for economically disadvantaged individuals with barriers to employment. Programs carried out under this Agreement shall meet the goals set forth in the Job Training Reform Act by enhancing literacy and life-long learning, school-to-work transition, and non-traditional employment programs for women. The program shall be conducted in accordance with the terms of this Agreement and the Agreement Provisions and Standards of Conduct,and all policy,instructions,and directives issued bythe grantor agencies,the Employment Development Department and CDE. The California Department of Education recognizes the signature on line 1 as that of the designated official responsible for the administration of this program.
