SUBJECT: DISPATCHER POSITIONS IN THE SHERIFF-CORONER' S DEPARTMENT
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS:
1 . Classify ten Sheriff ' s Dispatcher (64NK) positions, effective the day
after adoption of the County' s Final Budget for Fiscal Year 1996-97 , as
recommended by the Sheriff-Coroner.
2 . Request County Administrator and Sheriff-Coroner to review various
alternatives available to improve the effectiveness of the Emergency
Communications Center, including staffing patterns, work station
improvement, and space layout.
REASONS FOR RECOMMENDATION/BACKGROUND:
At the June 18 meeting of the Board of Supervisors, there was a scheduled
discussion between Sheriff Warren Rupf and Board members on departmental
performance. Part of that discussion centered on ways to improve the ability
of the Emergency Communications Center to maintain authorized staffing
levels . Historically, there has been an inability to keep positions filled
for a variety of reasons. The Sheriff recommended that additional dispatcher
positions be authorized for the Department so that a larger cadre of
dispatchers could be recruited and trained, thus putting the Department in a
better position to immediately respond to any vacancies that occur. In the
Sheriff ' s view, this is the single most important thing that could be done at
the moment.
The Department has also indicated there are a number of other issues that
should be explored that would have the potential of improving the Emergency
Center' s day to day operations . This would include looking at what options
are available to staff the Center so that each shift is adequately covered
with a minimum of overtime. In addition, there was recognition that there
are newer dispatcher work stations which are not only ergonomically improved,
but which offer greater performance in handling emergency calls .
Review of the Center' s operation should also include looking at the working
environment itself. We have asked the General Services Department,
Architectural Division to look at what measures could be taken to improve
this . The County Administrator' s Office will work closely with the Sheriff ' s
Department on all three of these issues to develop a pla hich, in turn,
could lead to a more efficient and effective opera o, e Center.
