RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director - Redevelopment to sign a
contract between the Redevelopment Agency and George Miers &
Associates for funding of a master plan for a parcel in the Oakley
Redevelopment Project Area.
FISCAL IMPACT
No impact on the General Fund. The contract is for $61, 500 of which
$50, 000 is provided by tax increment funds from the Oakley
Redevelopment Project Area as shown on the adopted Fiscal Year 1995-96
budget, up to $10, 000 from Zone 16 funds (extra funds for map work) ,
and $3, 000 from the Delta Family YMCA.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Oakley Municipal Advisory Council (OMAC) and Oakley community have
been strong advocates for developing a new library, recreation center
and East Bay Regional Parks trailhead on the Moira parcel located due

south of O' Hara School on O'Hara Avenue. The parcel is one block
outside the Oakley Redevelopment Project Area boundaries . While
this is the desired location, there are concerns that the parcel
may not be large enough to accomodate all uses given the zoning
requirements . Site considerations and unanswered questions on the
size and type of construction for the buildings necessitated a
master planning process be commissioned. The master plan will also
include an analysis of joint use library facilities with the
adjacent O' Hara School .
A Steering Committee comprised of community representatives, the
Agency and County Library staff, and a YMCA staff reviewed eight
proposals and interviewed the four top candidates . The Steering
Committee chose the George Miers & Associates consultant group for
this project . The total proposal amount was about $61, 500 .
On November 13, 1995, OMAC requested using $50, 000 in tax
increment funds for the master planning process . On May 7, 1996,
the Agency held a public hearing and subsequently approved the
necessary findings to allow expenditures of tax increment funds
outside the Redevelopment Project Area.
In addition to the tax increment funds, the Delta Family YMCA will
contribute $1, 500, and on April 8, 1996, OMAC voted to use Zone 16
funds (Oakley area landscaping fund) to cover the remaining
financial gap.
