WestCAT MARTINEZ 30Z BUS ROUTE

FISCAL IMPACT
None directly. Through separate actions, the County approved agreements that will result in a
net savings to the County of $25,000 for a twelve-month period.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On September 18, 1995, Supervisor Rogers and Supervisor Smith received a letter from the
West Contra Costa Transportation Advisory Committee (WCCTAC) Technical Advisory
Committee concerning coordination between the Martinez 30Z bus route and the Health
Services bus shuttle operated under contract by UCSSO. On October 3, 1995, the Board
referred this letter to the Transportation Committee and the Health Services Director. On
December 12, 1995, the Transportation Committee provided a status report to the Board
concerning coordination efforts and the Board requested that the Transportation Committee to
report back to the Board on the outcome of these efforts.
The Health Services Director and WestCAT have negotiated an agreement coordinating the
operation of the Health Services shuttle and the Martinez 30Z transit service. The contract

between the County and UCSSO was amended to eliminate redundant service. These efforts
eliminate one of two Health Service shuttle buses between the Richmond Clinic and Merrithew
Memorial, provide for a $25,000 contribution to WestCAT for 12 months of service, and a net
annual savings of an additional $25,000 to the Health Services Department. WestCAT will furnish
the County with free passes for distribution to patients who need transportation between the
Richmond Clinic and Merrithew Memorial. The agreements between the County, WestCAT, and
UCSSO were approved last month and the coordinated service has been implemented.
By accepting this report, the Board will provide a response to WCCTAC Technical Advisory
Committee concerning coordination between the Martinez 30Z bus route and the Health Services
bus shuttle.
