RECOMMENDATION Declare as surplus and authorize the Purchasing Agent to dispose of equipment and vehicles as specifically set forth below. II. BACKGROUND Section 1108-2.212 of the County Ordinance Code authorizes the Purchasing Agent to dispose of any personal property belonging to Contra Costa County and found by the Board of Supervisors not to be further required for public use. Sincerely, AUL HEIN, Fire Chief East Diablo Fire District PH:as EAST DIABLO Fire Protection District 134 Oak Street BOARD MEETING Brentwood, CA 94513 November 14, 1995 - Station 54 Paul Hein (510) 634-3400 Fire Chief M I N U T E S FAX: (510) 634-1423 Call to Order: The regular meeting of the East Diablo Fire Commissioners was called to order at 6:00 p.m. by Chairperson Duquette. Present: Chief Hein, A/C Clary, Commissioners Patton, Morgan, Duquette, r and Beasley. Commissioner Gursky was absent. Minutes: The minutes of August 1995 were approved. Correspondence: There was a discussion regarding the Board Order distributed by the Board of Supervisors pertaining to the delegation of authority for the Commission. Old Business: The topic of our new engines was discussed. Staff advised the Commission the District received bids from Pierce, Seagraves, Hi- Tech and 3-D. The combined price for the two (2) engines will be approximately $453,000 - $489,000. There was a brief discussion among the Commissioners regarding where the engines would be utilized. We further discussed the delegation of power for the Fire District Advisory Commission, and their relationship with the Board of Supervisors. The Staff and Commission discussed the I.S.O. rating, our strengths and weaknesses. The discussion further extended to whether or not the water system in Discovery Bay is sufficient. This discussion is in view of the fact that at certain times of the day, the water system does not meet adequate standards. New Business: A motion was made by Chairperson Duquette, and seconded by Commissioner Morgan, to dispose of Engine 513, Utility 507 and Engine 516. This apparatus shall be declared surplus equipment and be disposed of through the auction process. The motion carried unanimously. The Commission was given copies of our proposed staffing changes, and the schedule on which those changes shall occur. East Diablo Fire Protection District - Board of Fire Commissioner's Minutes November 14, 1995 Page 2 _ The Commission was further advised that Staff has not yet determined whether Station 57 or Station 58 will be maintained by two (2) employees on a 24-hour shift. This determination will depend on the number of P.O.C.'s remaining after all of the changes are in place. The Commission appeared supportive of the proposed staffing, and concluded this action was in accordance with the District's general plan. The Staff and Commission discussed the proposed and on-going changes of each individual station to accommodate the full-time staffing. 1 r Staff advised the Commission of the Captain's test that commenced on November 14, 1995, and we are anxious for the results. Public Comments: None. Assoc. Comments: The Brentwood Firefighters Association (P.O.C.'s) commented on the full-time staffing. They expressed some concerns as to the role they would ultimately play in these changes. However, they were supportive of the staffing changes, in that, such changes. would provide the Community with a higher level of service. These routers were acquired via a contract with Network Solutions. The cost of this contract (33331) was charged to trust fund 8118 and included Network Solution's consultation and network integration costs plus all necessary hardware and software for any computers connecting to the network. Title to the hardware passed to the County upon completion of the contract. The network has now been upgraded and these routers are surplus equipment but are not listed on any official inventory.
