County JUSTICE FACILITIES MASTER PLAN(WPE755) °os;.-- _- SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE a consulting services agreement with Omni-Group, Inc., Planning Consultants, 5200 West Century Boulevard, Suite 800, Los Angeles, for planning services for the Civic Center Court and Justice Facilities Master Plan. The agreement will be effective July 9, 1996 and will provide for the development of a long range plan for the orderly development of the Martinez Civic Center as the core location for consolidation or coordination of the courts system in accordance with the requirements of the State Judicial System. The payment limit for these services shall be $99,287.00, which amount shall not be exceeded without prior written authorization by the Director of General Services. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000.00. II. FINANCIAL IMPACT The funding for the Civic Center Court and Justice Facilities Master Plan is budgeted within the General Fund Plant Acquisition Budget 0111-Facilities Planning Account. III. BACKGROUND/REASONS FOR RECOMMENDATION A. The Civic Center Court and Justice Facilities Master Plan will represent a coordinated effort to assess and plan Court and related justice facilities functions within the County civic center area. The completed master plan will be the core of planning efforts to comply with the requirements of the State Judicial Council for coordination and consolidation of court functions. It is anticipated that coordination will continue to be emphasized so that the courts can achieve greater efficiencies. The consultant hired to complete the Master Plan will receive input from the Civic Center Court and Justice Facilities Master Plan Committee. The membership of this committee includes representatives from both Superior and Municipal Courts, related law and justice departments, the private bar, the City of Martinez and the Assessor, Treasurer-Tax Collector, Auditor-Controller, and County Administrator's Office. C. The creation of additional courtrooms and administrative support space in the Civic Center area has already started as a result of the decision by the Mt. Diablo Municipal Court judges to replace the courtrooms destroyed by fire at Concord city hall in the Martinez county civic center. The master plan will follow up and provide recommendations for orderly development to meet future court and related justice facilities needs, as described below. D. On March 20, 1996, the Director of General Services issued requests for statements of qualifications and invitations for interview to six firms recommended by other local agencies and by individuals in the field of law and justice as highly qualified, experienced planners for courts and related facilities. On April 11, 1996, a selection committee comprising representatives of the County Administrator's Office, the Superior and Municipal Courts, the General Services Department and the City of Martinez, interviewed and ranked the three firms that accepted an invitation to interview. The selection committee ranked the three firms as follows on the basis of qualifications presented: (1) The Omni-Group, Inc., (2)Michael Ross & Charles Drulis and (3) Space Management Consultants, Inc. E. A consulting services agreement for development of the Civic Center and Justice Facilities Master Plan has been negotiated with the firm ranked first, The Omni-Group, Inc., and is ready to sign. The planning services described in the agreement will involve three phases: I. Requirements analysis, which will provide a statement of requirements for the court system and related law and justice functions by five year increments through the year 2015. 2. Analysis of master plan alternatives and Martinez civic center occupancy options, which will evaluate as many as three countywide master plan alternates, including two Martinez civic center building occupancy options. 3. Countywide and Civic Center Court and Justice Facility Master Plan, which will refine and detail the master plan alternative and civic center occupancy option selected in the preceding phase. F. The Consultant will use subconsultants to satisfy the County's MBE/WBE goals for professional services or will show that a good faith effort was made to meet the goals. G.
