HomeMy WebLinkAboutMINUTES - 07091996 - C50 Contra MJ. - -`s Costa TO: BOARD OF SUPERVISORS •, ��z County T>� c unt•t•�� FROM: PHIL BATCHELOR County Administrator DATE: July 9, 1996 SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION TO FEDERAL BUREAU OF JUSTICE ASSISTANCE (BJA) FOR LOCAL LAW ENFORCEMENT BLOCK GRANTS PROGRAM Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATIONS: APPROVE application to Federal Bureau of Justice Assistance for $206 ,944 (Federal $186,250; Local match $20,694) pursuant to the Local Law Enforcement Block Grants Program and AUTHORIZE County Administrator or his designee to sign application on behalf of County and execute any related grant award documents or amendments thereto. FISCAL IMPACT: The Federal funds provided ($186,250) under the Local Law Enforcement Block Grants .Program may not exceed 90 percent of the total costs of the program. The County share must be in the form of cash ($20,694 ) . The match can be absorbed within the budgets of the participating agencies . REASONS FOR RECOMMENDATION/BACKGROUND: Contra Costa County is eligible to apply to the Bureau of Justice Assistance for a direct award of $186,250 under the Local Law Enforcement Block Grants Program, established within the Bureau of Justice Assistance under the Fiscal Year 1996 Omnibus Appropriations Act (Pub.L. 104-134 ) . Funding may be used for seven purpose areas which address a wide variety of activities from increasing personnel and equipment 'resources for law enforcement to developing and supporting programs to enhance effective criminal justice processes . Applicants can use funds to reduce crime and improve public safety through the implementation of diverse strategies ranging from addressing the issue of violent juvenile crime to establishing crime prevention programs involving cooperation between community residents and law enforcement personnel . There is strong agreement that these funds should be used to strengthen the investigation and prosecution of domestic violence cases in Contra Costa County in a coordinated manner and this is an area the District Attorney and Sheriff-Coroner are exploring. Once funding is received, an Advisory Committee is required to review the application and make non-binding recommendations on the use of the funding, and the County is required to conduct at least one public hearing on the use of Block Grant funds prior to fund obligation. The application is due to BJA no later than August 9, 1996 . The application must, however, be submitted to the State Office of Criminal Justice Planning for review and comment at least 20 days prior to submission to BJA.
