SUBJECT: Authorizing Submission of a JTPA 8% (GAIN 50%) Cooperative Agreement with the
California Department of Education (County #19-8249-0)

I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County, a State Education Coordination
and Grants (SECG) 8% Funds/GAIN 50% Cooperative Agreement for Program Year 1996-1997
(County #19-8249-0), requesting authorization to expend $178,894 ($89,447 of Job Training
Partnership Act (DTPA) 8% funds and a State match of $89,447) for the period July 1, 1996
through June 30, 1997 and further authorize the Executive Director, Contra Costa County
Private Industry Council, to make non-substantive changes to said document as may be
required by the State Department of Education.
II. FINANCIAL IMPACT:
None. 100 percent Federal and State funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By letter of June 10, 1996 the California Department of Education notified the Contra Costa
County Private Industry Council that a total of $89,447 in DTPA 8% monies was available for
PY 1996-97 as well as an equal amount in State matching funds for use in this Service Delivery
Area (SDA).
At its meeting of May 20, 1996, the Proposal Review Committee of the Private Industry
Council of Contra Costa County recommended the current service provider to continue this
8% SECG program of assessment and remediation services to GAIN participants referred by
the County and Social Service Department.

Pursuant to Section 202(b)(1) of the Job Training Partnership Act of 1982(97-300), and the Job Training Reform
Amendments of 1992, this agreement is entered into between the California Department of Education(CDE)and:

The below-named agency official certifies that this Agreement shall be conducted in accordance with all terms set forth here and in
the attached document entitled, "Agreement Provisions and Standards of Conduct".
Under this Agreement,the California Department of Education shall provide JTPA 8%and State matching funds to designated
Service Delivery Areas to support the JTPA-GAIN program. Provision of any state or federal funds is contingent upon funding
availability.
The agreement requires full adherence to all JTPA cost limitations, reporting and procurement requirements,a one hundred percent
matching contribution,and assurance that no less than 75%of the JTPA and state matching funds available under this agreement
shall be expended on activities for economically disadvantaged individuals. Programs carried out under this Agreement shall meet
the goals set forth in the Job Training Reform Act by enhancing literacy and lifelong learning,school-to-work transition,and non-
traditional employment programs for women. Programs integrating occupational skills training with basic education are encouraged
by the Caldomia Department of Education.
The California Department of Education recognizes the signature on line 1 as that of the designated official responsible for the

participant referrals — primarily those scoring below 200 on CASAS from County Social
Services Department. Program will provide Priority I Program Services and diagnostic
assessment of basic skill deficiencies.

THE FOLLOWING PROVISIONS MUST APPLY WHEN SERVING JTPA/GAIN participants who have been certified and are eligible to
participate in the program.
• JTPA 8%50%and State matching funds will be used for the following services identified as Priority 1 Services: occupational skills training concurrent
with remedial education,basic education,GED preparation,and ESL Instruction.
• If Priority 1 services are adequately provided by the JTPA 8%and State matching funds,other existing resources,or are not required in the area,
Priority 2 services may be provided with DTPA and State Matching funds. Priority 2 services are: counseling and guidance,assessment,pre-
employment competencies,work maturity competencies,and job development and placement.
• Educational services must be competency-based(including open/entry and open/exit)to meet the individual needs of the JTPA/GAIN clients.
• JTPA/GAIN clients will be assessed and an individual school-to-career employability plan or an individual service strategy prepared for each client in
order that services offered meet individual needs.
• Ongoing assessment of attained competencies will be carried out at a minimum of once every three months of regularly attended instruction,or once
every term as long as it Is less than four months.

B. DRUG-FREE WORKPLACE: As required by the State Drug-Free Workplace Act of 1990 (Gov-
