ACCEPT the verbal resignation of Helen Spencer, Interim President of Los Medanos College, representing an Education Category on the Private Industry Council; Ms. Spencer's term was through 9/30/97. 2. APPOINT Dr. Charles Spence, Chancellor of the Contra Costa Community College District, to the Education Category position, vacated by Ms. Spencer, for a term ending 9/30/97; Dr. Spence was nominated by the Governing Board of the Contra Costa Community College District. 3. APPOINT Dr. Charles Spence, Chancellor of the Contra Costa Community Collge District, to the Private Industry Council, Inc. 4. ISSUE a Certificate of Appreciation from the Board to Ms. Spencer for her services to the County. FINANCIAL IMPACT: None. One hundred percent federal funds. REASONS FOR RECOMMENDATIONS/BACKGROUND: Federal Job Training Partnership Act (JTPA) legislation requires there be a Board appointed Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible for the operation of the JTPA grant. Ms. Spencer, representing an Education Category on the Private Industry Council, has advised the PIC Chair of her resignation from the PIC. The term for this position is 9/30/97. On June 20th, we requested the Clerk of the Board to post the Education vacancy immediately so this vacancy could be filled in a timely manner. Educational agencies were notified of this vacancy and Dr. Spence's interest in serving on the PIC. ' The Private Industry Council recommends the appointment of Dr. Charles Spence, Chancellor of the Contra Costa Community College District, to the Education Category vacated by Ms. Spencer (application attached). Dr. Spence was nominated by the Governing Board of the Contra Costa Community College District..
