In accordance with a Board Order approved July 19, 1994, the Private Industry Council
was directed to make recommendations for appointments to the Council directly to the
Board of Supervisors, without the need to go through the Internal Operations
Committee.
Ms. Spencer, representing an Education Category on the Private Industry Council, has
advised the PIC Chair of her resignation from the PIC. The term for this position is
9/30/97.
On June 20th, we requested the Clerk of the Board to post the Education vacancy
immediately so this vacancy could be filled in a timely manner. Educational agencies
were notified of this vacancy and Dr. Spence's interest in serving on the PIC. '
The Private Industry Council recommends the appointment of Dr. Charles Spence,
Chancellor of the Contra Costa Community College District, to the Education Category
vacated by Ms. Spencer (application attached). Dr. Spence was nominated by the
Governing Board of the Contra Costa Community College District.. Dr. Spence has
background and experience with workforce development, is familiar with programs
operated by the PIC and would be an asset to the PIC in the development of its One
Stop Centers and the formation of a Workforce Development Board.
