BACKGROUND: It was just a year ago that the Board appointed the Arts and Culture Commissioners and the work of the Commission began formally. Thank you for creating AC5 which has already made a significant contribution to the cultural life of the county. This report is intended to update you on the Commission's accomplishments in the past year. ARTS SYMPOSIUM. The Arts and Culture Commission (AC5) just held a symposium on the future of the arts. Approximately 100 people attended and reported that the event was enormously useful to them. Among the speakers were Board Chairperson, Jeff Smith; California Arts Council Director, Barbara Pieper; National Association of Latino Arts and Culture Director, Pedro Rodriguez; and San Francisco Foundation President, Robert Fisher. ARTS CALENDAR: AC5 is in the final process of raising funds to publish and distribute a quarterly arts calendar listing events and activities throughout the county. The calendar will be distributed to 159,000 homes via an insert in the 5 CC Times newspapers. This will be a key contributor to increasing public access to the arts. DEVELOPMENT: AC5 must raise funds to operate its programs. In order to do this, it must have access to nonprofit status. So far, AC5 has applied for grants from the California Arts Council, National Endowment for the Arts, Browning-Ferris International, and Richmond Sanitary Service. It has also requested to use the 501c3 nonprofit status of the Merrithew Hospital Auxiliary and TOYS. Merrithew Auxiliary declined the request. The TOYS may be considered on a one-time only basis. AC5 has also been working with a pro bono attorney to draft articles of incorporation and by-laws for Friends of AC5, a nonprofit organization which will fundraise and receive charitable donations to fund AC5 programs. The draft articles are done and are being revised. They will be submitted to the State in mid-July. ARTS ALIVE! In partnership with the Martinez Police Activities League (PAL), AC5 is putting on a 10 week multicultural Summer Art Program for teenagers living in Section 8 and public housing in CCC. The Board is invited to come take a look during the open house on August 7 at 2910 Terrace Way in Martinez. MEDIA ROUND TABLE In partnership with the Richmond Arts Commission, Richmond Arts center, East Bay center for the Performing Arts, Masquers Playhouse, Richmond Historical Museum, and the National institute on Arts and Disabilities, AC5 is producing a roundtable discussion between county arts organizations and arts reporters and editors of the Contra Costa Times 5 papers. The purpose is to build partnership between the arts and media and to increase the visibility of the arts county-wide. This will take place on July 19. ATTESTED JUL ® 9 1995 PHIL BATCHELOR, CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR i BY ��� DEPUTY Contact Person: CC: CAD THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 9, 1996 by the following vote: AYES: Supervisors Rogers, Bishop, DeSaulnier, Torlakson, Smith NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 96/301 SUBJECT: Support for East Bay Regional Parks District's ISTEA TEA Funding Application for the Carquinez Strait Historic Shipping Facility Project near Crockett, CA WHEREAS, the East Bay Regional Parks District has submitted an application to the California Transportation Commission for$437,500 under the ISTEA Transportation Enhancement Activities (TEA) Program to help fund the Carquinez Strait Historic Shipping Facility Rehabilitation Project located near Crockett, Contra Costa County, California; WHEREAS, the requested TEA funds,when combined with$212,000 in East Bay Regional Parks District Measure AA Bond Funds, will enable the rehabilitation of an historic shipping facility on the Carquinez Strait at Eckley east of Crockett; WHEREAS, this project, involving the rehabilitation of the pier and stabilization of the Grangers Business Association office structure and residence, is unique because the site served as the main shipment point for California's grain exports to the world from 1870 to 1890, and is cost effective because it preserves structures that are recognized as eligible for National Register of Historic Places; WHEREAS, this project will improve docking for boaters in Crockett and creates multi modal access opportunities to the Crockett community and nearby San Francisco Bay Trail, which are now partially obstructed by an interstate highway and bridge structure; WHEREAS, the pier rehabilitation element of this project provides a one-time opportunity to increase public access and preserves a unique element in Crockett's maritime heritage; WHEREAS, this project will not only improve water access and historic preservation but will also encourage tourism and benefit the local economy; WHEREAS, this project will return an abandoned martime facility to use and encourage public access, thereby improving the overall quality of life in the Crockett area; WHEREAS, this project meets the state's program goals because it preserves the state's cultural heritage, stimulates tourism, and revitalizes the economy of the historic Crockett community; The Board of Supervisors of Contra Costa County RESOLVES that: It supports the East Bay Regional Parks District's request before the California Transportation Commission (CTC) for $437,500 in TEA Program funds under the Intermodal Surface Transportation Efficiency Act (ISTEA) for the Carquinez Strait Historic Shipping Facility-, which is scheduled for consideration by the CTC at its July 10-11, 1996 meeting.
