RECOMMENDATIONS
Approve the attached resolution as a condition for receiving the
County's Fiscal Year 1993-94 allocation of Measure C-1988 "return
to source" revenues.
FINANCIAL IMPACT
Failure to approve the attached resolution will prevent the County
from receiving its Fiscal Year 1993-94 allocation of Measure C-1988
"return to source" revenues, estimated at $1, 390, 651.
BACKGROUND/REASONS FOR RECOMMENDATIONS
At the July 20, 1994 meeting of the Contra Costa Transportation
Authority (CCTA) , a condition for receiving the County's Measure
C-1988"return-to-source" revenues was established. The vote was
unanimous on this conditional approval, and followed my motion to
approve the County's checklist as submitted without conditions,
which failed on a 5 to 3 vote. The Board of Supervisors must
approve the attached resolution in order to receive the County's
allocation of Measure C "return to source" revenues.

RESOLUTION NO. 94/385
The Board of Supervisors of Contra Costa County RESOLVES THAT:
WHEREAS, on July 20, 1994 the Contra Costa Transportation Authority established a
condition on the County's Measure C-1988 Growth Managment Program Compliance Checklist for
Fiscal Year 1993-94;
WHEREAS, failure to accept this condition would potentially prevent Contra Costa County
from receiving its Fiscal Year 1993-94 allocation of Measure C-1988 "return to source" revenues,
estimated at $1,390,651 .
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County
accepts the following statement, as adopted by the Contra Costa Transportation Authority at its
July 20, 1994 meeting, as a condition for their appproval of Contra Costa County's Measure C-
1988 Growth Managment Program Compliance Checklist for Fiscal Year 1993-94:
The County affirms its commitment to the Doughtery Valley Settlement Agreement as it relates to
traffic level of service standards for intersection(s)defined therein, and those standards will apply
to other developments in the area which potentially impact those same intersection(s).
PASSED by the following vote of the Board of Supervisors on the 26th day of July, 1994:
AYES: Supervisors DeSaulnier, Torlakson and Powers
NOES: Supervisor Smith
ABSENT:. None
ABSTAIN: Supervisor Bishop
