BACKGROUND:
Our Committee has recruited for applicants for one of the at-large seats on the
County Planning Commission, the term of office for which expired June 30, 1996.
On July 15, 1996, our Committee interviewed nine applicants for the Planning
Commission. One applicant withdrew because of her upcoming law school
schedule, which would conflict with the Planning Commission meetings. We
originally had 12 applicants. One of those applicants withdrew in advance of the
interviews and two applicants did not appear for their interviews.
Supervisor Rogers emphasized at the beginning of the interview process his belief
that the incumbent should be reappointed, regardless of whether Supervisor Rogers
necessarily agreed with all of the actions taken by the incumbent. Supervisor
Rogers indicated that he would support the reappointment of the incumbent, Richard
Clark, and would not, therefore, participate in the interviews of the other applicants.
Supervisor Bishop interviewed nine applicants and recommends that either Ms.
Schuyler or Ms. Baltodano be appointed to this seat. Supervisor Rogers
recommends Mr. Clark's reappointment.

This responds to your subject Memorandum of January 30, 1996 in the order of the

1. Yes, Commissioner Clark does wish to be reappointed.
2. We are not aware of any reason he should not be reappointed for another term.
3. Mr. Clark was first appointed as District III representative on October 28, 1989
and was appointed to his current, at-large position on August 11, 1992. Mr. Clark's
attendance is indicated on the attached listing for 1995. As you can see, his
attendance record is excellent.

FUNCTIONS: As noted in 10.1 on Dec 20, 1994, the Commission was
directed until Oct 2, 1995, to review these general duties.
1. Countywide general plan text or map agreements.
2. General Plan amendment requests or Specific Plan proposals for
projects generating over 1500 peak hour trips.
3. Subdivision application over 1500 units within a regional
planning commission geographic area when such subdivison is part of a larger
project which project would be countywide in impact.
4. Non-residential or mixed use projects generating 1500 peak hour
trips within.a regional planning commission's geographic area when such project
is part of a larger project which project wouud be countywide in impact.
5. Zoning ordinance text amendments.
6. All other duties presently performed by the Commission
