HomeMy WebLinkAboutMINUTES - 07231996 - D3 D. 3 Contra TO: BOARD OF SUPERVISORS Costa County FROM: Supervisor Tom Torlakson DATE: July 23, 1996 SUBJECT: APPROVE RECOMMENDATIONS REGARDING PROPOSALS TO PROVIDE LIBRARY SERVICES (MODEL COUNTY-SCHOOL PARTNERSHIPS) TO OAKLEY/EAST COUNTY AREA SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION RECOMMENDED ACTION: 1. DIRECT the County Librarian to meet with Liberty Union High School District and Oakley Union School District officials to assess the potential for joint use facilities for the provision of library services at both Freedom High School and on the Moura parcel adjacent to O'Hara Park School. 2. DIRECT the County Librarian to prepare a one year transition plan for library service in Oakley, including budget projections for the transition to a joint use facility including necessary staffing and operating costs for an enhanced library service program to add more books and materials to the Oakley library collection. 3. DIRECT the County Librarian to provide a status report on the above activities to the Finance Committee on August 19, 1996. Further, direct County Librarian to provide a report back to the Board of Supervisors on September 10, 1996. BACKGROUND: Over the past several years community interest in enhancing library service in the,Oakley area has continued to develop strongly. Currently, the 1200 square ft. library outlet in Oakley is open only 18 hours per week, serving an estimated 25,000 residents in its service area. It has a book collection of 6,800 volumes, and is staffed by a part-time paraprofessional. The services available to residents of this area are severely limited in scope due.to the inadequacy of the collection and the open hours. Exploration of a strong partnership between local schools and the County library system has resulted in a wonderful opportunity. The proposed joint project exemplifies the best in a win-win partnership and would serve as an additional model reflects an increasing focus on creating schools as "community centers" where parents and citizens are much more involved. Partnerships of this type allow separate entities to share limited resources to provide enhanced services where, if forced to operate alone, those resources would remain limited and restrictive in their ability to provide adequate services. Supervisor Tom Torlakson July 23, 1996 Library Services, Oakley/East County Page Two Over the past several months several key community members, along with County Library staff and members of the Oakley Municipal Advisory Council, have met with local school officials to explore the possibility of a joint public library-school library operation as an interim solution to providing enhanced service to the Oakley community. The community is looking forward to the eventual construction of a permanent library facility, which will perhaps be built on the Moura parcel adjacent to O'Hara Park, as a long term solution to the provision of library service to the area. In the meantime, the parties have discussed the possible joint use of O'Hara Park library, as well as the joint use of the new Freedom High School library. The consensus of the group was that the best option identified for an interim joint use facility was with the new Freedom High School campus slated to open in August 1997. The intent would be to utilize the library at the new school for a 5-8 year period, while at the same time pursuing the funding and construction of a new library facility on the Moura parcel. The group also recommends that consdieration be given to making the new facility, when constructed, a joint use facility with O'Hara Park Middle School.
