RECOMMENDED ACTION: ACCEPT report of the recruitment summary for the Head Start Assistant Program Manager - Project position filled on May 13, 1996. II. FINANCIAL IMPACT: No General Funds are involved. III. BACKGROUND REPORT: The report is a summary of the recruitment and interview process used to fill the Head Start Assistant Program Manager - Project position. In response to the request of the Board of Supervisors last week, the following is a summary and chronology of the recruitment and interview process for the Head Start Assistant Program Manager - Project position filled on May 13, 1996. The chronology of the recruitment is as follows: • The application filing period opened on February 2, 1996 and closed March 1, 1996. • Fourteen (14) applications were received. • Five (5) applications were accepted as meeting the minimum qualifications by Community Services Department Personnel staff. • Four (4) candidates were interviewed (the fifth canceled her interview) on April 12, 1996 by the Screening Interview Panel, which was composed of 3 members of the Head Start Policy Council Personnel Committee selected by the Policy Council. • Three (3) finalists were referred to the Head Start Program Manager by the Head Start Policy Council Personnel Committee for Selection Interviews. • Selection Interviews were held on April 23, 1996. The Selection Interview Panel, consisting of the department's Appointing Authority (the Community Services Director) and the Head Start Program Manager, recommended a single individual for appointment who was also ranked hightest by the Head Start Policy Council Personnel Committee. • The Head Start Policy Council met on April 25, 1996 and approved the appointment. -2-
