HomeMy WebLinkAboutMINUTES - 07231996 - C81 Contra To: BOARD OF SUPERVISORS Costa FROM: Supervisor Tom Torlakson County v DATE: .July 23, 1996 SUBJECT: ACCEPT REPORT FROM MOUNT DIABLO SCHOOL DISTRICT AND AMBROSE RECREATION AND PARK DISTRICT ON THEIR JOINT "OUTDOOR EDUCATION" PROJECT ' SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION RECOMMENDED ACTION: (1) Accept report from the Mount Diablo School District and Ambrose Recreation and Park District on their Outdoor Education project. (2) Direct the Auditor-Controller to establish a separate trust fund account for the Ambrose Recreation and Park District, separate from existing accounts 3700 and 3705, in order that funds can be deposited and administered from this trust account for the operation of this joint program. Mt. Diablo School District has requested that funds for this program be maintained and accounted for separately. (3) Once this account has been established by the Auditor-Controller, direct the General Services Department to transfer the allocated amount of$45,000 to the new trust fund account. As a joint venture, funded partially by revenues from the Keller Canyon Mitigation fund, the Mount Diablo School District and Ambrose Recreation and Park District have developed and implemented a summer and after-school outdoor education program in the Bay Point area which provides services to Bay Point youth. The children meet at Riverview Middle School three days a week to participate in outdoor recreation, and art and science activities. Once a week the children participate in off-site visits to study the environment and nature. These trips have included-visits to facilities such as Contra Loma Regional Park, Diablo Water Treatment Facility, Dow Chemical's Wetland Area, the Lindsay Museum and Ambrose Park. On February 27, 1996 the Board of Supervisors approved the Finance Committee's recommendations on allocation of funding derived under the Keller Canyon Host Community Mitigation program. Item 2 of'the Board Order authorized an allocation of $45,000 for a joint venture between these two districts for the implementation of an outdoor education program for Bay Point Youth. Diablo Outdoor Education account The funds will be used over a two year period of time (June 96 to June 98) for a K-8th grade outdoor education and recreation programs in Bay Point, as a joint venture between Ambrose Recreation and Park District and Mt. Diablo Unified School District. The goals for the program are: 1. To give K-8th grade students of Bay Point a hands-on outdoor science education during the summer and after school. 2. To develop children's outdoor sports and recreation skills. 3. To achieve an understanding of how nature and the environment works. 4. To learn about nature and how it relates to the individual and society. It is important for the students to know that they can and do make a positive difference in our schools and community. 5. To gain an appreciation of the shoreline, waterways and local waterfront. Our `96 Summer Program started on June 18th and will finish on July 11th. Currently, we have six adults working with 55 children from ages 6 to 12 years old. `This program is a joint effort of Mouth Diablo School District(Rich Clarke and Donna Baker) and Patti Lambert of Ambrose Recreation and Park District. The children meet at Riverview Middle School three days a week to do outdoor recreation, art and science activities. Once a week the children are taken off campus to a site to study the environment and nature. Field trips for this summer include Oakley Water Treatment Plant, Contra Loma, Dow Chemical's Wetland Area, Lindsay Museum, and Ambrose Park. During the 96-97 and 97-98 school years, we will provide after school outdoor educational program at Riverview Middle School, Rio Vista Elementary, Shore Acres Elementary, and Bel Air Elementary. We are still exploring options for this phase of programming to include the Delta Science Center, Sierra Club,Audubon Society, Fish and Game, East Bay Regional Parks, Dow Chemical, the U.S. Coast Guard, U.S. Navy, and any other interested parties that wish to contribute their expertise in the area of environmental education. We hope that the trail at the 52 acre waterfront in the Shore Acres area will be completed for wetlands studies.
