SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 9: BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Adopt the revision to the Association of Bay Area Governments Determination of
Housing Needs attached as Exhibit 3, increasing the County's projected share of
regional housing need from 7,072 to 10,400, effective October 28, 1983.
2. Request the ABAG Executive Board to accept the proposed revision.
BACKGROUND/JUSTIFICATION
As required by A.B. 2853, the Association of Bay Area Governments (ABAG) has
completed its determination of the projected need for housing at all income levels.
These numbers are required for use in the upcoming revision of the Housing Element,
which was also required by the statute, unless the numbers are revised by the local
agency. The allowed courses of action for the local agency include the following:
1. Accept the needs as calculated;
2. Seek a revision to the needs determination by ABAG;
3. Revise the determination without regard to acceptance of the revision by ABAG.
In the first instance, the needs as calculated by ABAG would be incorporated directly
into the Housing Element. In the second, the local jurisdiction would modify the input
values used in the mathematical model developed by ABAG and recalculate the local
share of regional housing need. ABAG would then have 60 days in which to accept or
reject the modification. If ABAG rejects the revision, the local jurisdiction may still
use the revision in the '_-lousing Element, but would be required to justify the revision,
with supporting documentation, in the element itself. The third determination would
also require such justification.
Following a cursory review of the data organization used in the model, it became
apparent that the geographic unit used to calculate need for the City of San Ramon
included Alamo, Blackhawk and Diablo as well as the city's incorporated area. In
addition, since the Orinda community is included in ABAG's Lafayette-Orinda Sub-
regional Study area, the County's share of need did not reflect the Orinda portion of
growth between 1980 and 1990.
In consultation with the City of Lafayette and ABAG staff, we have developed the
attached revisions (Exhibits 1 to 3) to the shares of regional housing needs for the
Cities of San Ramon and Lafayette and the County of Contra Costa.
Exhibits 4 through 6 distribute the county's revised needs by type, tenure and income.
