BOARD OF SUPERVISORS — b` FROM: GARY T. .YANCEY, DISTRICT ATTORNEY Contra Costa DATE: July 1, 1996 County SUBJECT: Purchase Order Contract, Genetic Testing on Paternity Cases in the District Attorney, Family Support Division SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Approve and authorize the Purchasing Services Officer to increase the existing purchase order contract with Genetic Design by $20, 000 for a total annual contract amount of $45, 000 . The contract covers the genetic testing in paternity cases handled by the District Attorney, Family Support Division. FINANCIAL IMPACT: None. There is no net county cost associated with the approval of this request. The total cost is covered by 66% Federal Funding and 34% SEIF (Support Enforcement Incentive Funding) . REASONS FOR RECOMMENDATIONS/BACKGROUND: The District Attorney' s Family Support Division is empowered to enter into contracts with private organizations as necessary to carry out the responsibilities imposed by the State plan for determining paternity and securing support. As the Family Support caseload increases year to year, the paternity cases also increase. Genetic Design, Inc. has been providing the genetic testing for the Family Support Division. Such inability to pass the audit would ultimately generate a positive net county cost for the Family Support Program. The District Attorney' s Family Support Division would be unable to provide this much needed service to the Children of Contra Costa County.
