SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
A. APPROVE a consulting services agreement with Fong & Chan Architects, 1361 Bush Street, San
Francisco, for architectural services for a Public Health & Clinical Laboratory, Merrithew Memorial
Hospital, 2500 Alhambra Avenue, Martinez. The agreement will be effective June 20, 1996 and will
provide for schematic design studies and construction cost estimate, with a payment limit of$89,437.50,
which amount shall not be exceeded without prior, written authorization by the Director of General
Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall
not exceed $25,000.00.
II. FINANCIAL IMPACT
Funding for this project is being provided by SB 1732 funds and related patient revenues and is sufficient to
cover the amount encumbered by this agreement.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The project comprises construction of a new laboratory building to serve the County Health Services
Department. This project will replace a previous project to renovate the existing hospital clinical laboratory
facility which does not meet recommended and mandatory code and licensing requirements. The
renovation project was terminated when it became clear that the renovation would cost approximately as
much as new construction and that renovation would require three stages to keep the laboratory in
operation and cause significant disruption in service. The current project for a new laboratory building also

will include space for the public health laboratory which is now located on the second floor at 11 I 1
Ward Street, Martinez. Locating the two laboratories in the same facility will provide operational
and space efficiencies and will provide space at l 111 Ward Street for law and justice activities.
B. On February 16, 1996, the County Architectural Selection Committee and Health Services
Department representatives interviewed architects for various hospital projects and ranked Fong&
Chan Architects first. Fong & Chan Architects will use subconsultants to satisfy the goals of the
County's Minority and Women Business Enterprise Contract Compliance Program.
C. Negotiations have been completed and an appropriate agreement is ready to sign. This agreement
covers only schematic design services for the project. Subsequent phases of architectural service can
be added by amendment approved by the Board, after the consultant has completed its schematic
design studies and the County Administrator has approved the project scope and confirmed
feasibility.
D. The County must proceed with this agreement for architectural services because it does not have
sufficient staff to provide the services.
