HomeMy WebLinkAboutMINUTES - 07231996 - C31 To; BOARD OF SUPERVISORS t3l FROM: William Walker, M.D., Health Services Director Contra Costa DATE: July 1, 1996 County A SUBJECT: Submittal of letter of intent for grant proposal to Columbia Foundation SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D.) to sign and execute a letter of intent for grant proposal, on behalf of the County to the Columbia Foundation to fund Healthy Neighborhood programs in West County. This project was developed to facilitate neighborhood action to improve the health and quality of life in the community. BACKGROUND: As managed care becomes a guiding force for health care programs, MediCal patients will no longer be restricted to using county facilities, but will be able to select from a range of providers. In order for County facilities to make the transition to this more competitive approach, strategies must be devised to attract patients who have had positive experiences with the County's health programs. If funded the project will continue it's current efforts funded by the East Bay Community Foundation which focuses on the catchment areas of the Center for Health in North Richmond. The project works closely with the residents of the area to identify conditions in their neighborhoods which affect their health and help them to make the changes they want. Instead of highlighting deficiencies in the community, which many researchers have done already, this project will focus on the capacities of these communities and will assist residents to mobilize resources to improve their lives and the lives of their children. The funding would be used to promote awareness of individual health responsibility; support the individual and community to take increased responsibility for their health and develop systems and infrastructure to support managed care. The Columbia Foundation requires the Board Chair's signature on its form; accompanying the letter of intent, FISCAL IMPACT: Total project budget is $200,000.00. The request to the Columbia Foundation is $50,000.00 which would result in new revenue for the County.
