All appointments are made by the Board of Supervisors. The Committee was formed a year ago as a partial replacement to the Housing & Community Development Advisory Committee. The terms of three of the members expired July 1, 1996. They are Leonard Costa (representing East County Cities), Mike Freedland (representing the County) and The Rev. Ronald L. Weber (representing the community). Attached is a memo from Kathleen Hamm of the Community Development Department, indicating that Mr. Freedland and The Rev. Mr. Weber wish to be reappointed and noting that they have each served only one year on the Committee. The East County cities (Pittsburg, Antioch, and Brentwood) have not yet indicated whether they wish to have Mr. Costa reappointed or whether they wish to nominate another representative. We are, therefore, concurring with staff's recommendation that Mr. Freedland and The Rev. Hamm Principal Planner, Housing SUBJECT: Appointments to the Affordable Housing Finance Committee The purpose of this memorandum is to report on the status of appointments to the Affordable Housing Finance Committee (AHFC) and the need for Board action to fill three vacancies. This issue will be considered by the Internal Operations Committee (IOC) at their July 15, 1996 meeting. Background The Affordable Housing Finance Committee was established on June 19, 1995, to advise the Board of Supervisors on the allocation of the approximately $4 million in HOME Investment Partnership Act and Community Development Block Grant funds for affordable housing development in Contra Costa County. The Committee consists of nine members, including: three City representatives (one each from East, Central, and West County); three County representatives; and three Community representatives. The three City representatives are nominated by the Cities in each subregion of the County. Nominations for the County and Community representatives are solicited by the County Community Development Department for consideration by the Internal Operations Committee of the Board of Supervisors. All Committee members are approved by the full Board. The terms of the following three members of the AHFC expired as of July 1, 1996: Leonard Costa, East County Representative Mike Freedland, County Representative Reverend Ronald L. Weber, Community Representative A full term of office for an AHFC member is three years. However, in order to ensure continuity on the Committee, the term of office for initial appointees were staggered at one, two and three years. The three members whose terms have expired were all appointed for one year. Status of Nominations On May 29, 1996, the Community Development Department staff contacted the Cities of Antioch and Pittsburg to inform them that Mr. Costa's term has expired and to request a nomination for a new East County Representative to the AHFC. The Cities have not yet responded. Mr. Costa has indicted his willingness to continue to serve on the AHFC pending a decision by the Cities on this issue. Mike Freedland and Reverend Ronald Weber have both expressed their interest in continuing to serve on the A14FC respectively as a County and Community Representative. Since his appointment in November of.1995, Reverend Weber has been an active participant on the Committee. During this period, he has attended every meeting and has functioned as a capable and sensitive representative of the community viewpoint during the evaluation and development of recommendations concerning specific affordable housing projects. Mr. Freedland initially served the County as a member of the HOME Technical Review Committee and, in June of 1995, was appointed to the AHFC. As the Director of Community Lending for Citibank, Mr. Freedland's experience in affordable housing finance has been extremely helpful in assessing the financial feasibility of proposed affordable housing projects and the fiscal capacity of project sponsors. Due to a heavy travel schedule and work commitments, Mr. Freedland's attendance at AHFC meetings has been irregular(he has attended one-third of Committee meetings). However, in considering whether or not to seek reappointment, Mn Freedland discussed this issue with his supervisors who have agreed that participation on the AHFC will be a priority. A letter of interest and current resume for Mike Freedland and Reverend Ronald Weber will be provided to the IOC prior to the July 15th meeting. Recommendation Staff recommends that the Internal Operations Committee nominate the following individuals to be appointed by the Board of Supervisors to the Affordable Housing Finance Committee for a three year term effective immediately and ending on July 1, 1999: Reverend Ronald L. Weber Community Representative Mike Freedland - County Representative Staff will continue to work with the Cities of Antioch, Brentwood, and Pittsburg to identify a nomination for East County Representative and will report back to the Internal Operations Committee with the result.
