THIS IS A MATTER FOR RECORD PURPOSES ONLY NO FORMAL BOARD ACTION TAKEN v r L COA MUNNITY WARNING SYSTEM DESCRIPTION The Community Warning System(CWS) is an emergency warning system that consists of alert and notification features. The alert and notification features,'linked by a radio frequency backbone, function even when the telephone system fails. Signals carried by radio frequency activate every part of the emergency system. The system's design features multiple back-ups so that there is an excellent chance of the system surviving an earthquake; back-up power supports each broadcast point, multiple radio frequencies carry activation signals and four broadcast towers within the county microwave will carry broadcast signals. ALERT PORTION 1. Sirens will be placed in the industrial corridor of the county. They will be used for chemical accidents only. 2. Emergency Alert Receivers (EARS) will be placed in all schools (public and private), hospitals, daycare canters, convalescent hospitals and other sensitive receptors in the.. industrial corridor of the county. The EARs can be used for any emergency. If a school is in a flood plain during a flash flood alert, the county can send them a message to evacuate, or that evacuation busses will be coming to get them. I Pagers for emergency response personnel which operate via the radio_backbone (independent of die phone system)can be used for any emergency. The County can order a coordinated deployment of emergency responders via CWS to area of need during a disaster. NOTMCATION PORTION CWS will interface with radio and television stations and transmit Contra Costa-specific information to instruct citizens about the disaster and necessary actions to be taken by the public. This part of CWS can be used for any emergency. In addition, if the radio stations in San Francisco are destroyed and not able to broadcast the necessary information, CWS can access rebroadcast points in this county and inform Contra Costa citizens via this route. These features are particularly important to inform citizens about necessary actions after a devastating earthquake. It is possible to preprogram the system for potential disasters. Each chemical company, refinery and water or waste water treatment plant(using acutely hazardous materials) will participate in determining potential accidents and the proper emergency responses and public notification plans will be programmed into the warning system. Education of the Contra Costa citizens about CWS will have a general emergency preparedness theme. All education efforts will focus on CWS and how it will inform the citizens, and preparedness for: EARTHQUAKES, CHEMICAL ACCIDENTS, FIM, FLOODS, AND THE PROPER USE OF 911. Warehouse, Ohio Street (new) • Southeast Police Substation, 47th Street (new) Rodeo Area: • Unocal Facility (new) • Rodeo/Hercules Fire Station, 7th Street (new) Pittsburg Area: • Mt: Diablo Unified School District, Riverview School, Baypoint (new) • Dow Chemical Plant (old) • Delta Diablo Water Treatment Plant (new) Antioch Area: • PG&E Contra Costa Power Plant (old) • Big Break Marina (old) . `y Notification System Status: • Activation/Stationary Terminal Nodes have been installed at the 4 microwave sites: Kregor, Highland, Bald, Cummings. • Activation "Command Centers" are being installed at Antioch, Martinez, Pinole, Richmond and Sheriff Dispatch Centers. • Stationary Terminal set-ups are being put together at the Sage Warehouse. • Emergency Alert Receivers have been ordered and are being- fabricated. • 5 Primary Radio Stations have been set up: KOIT FM KZWC FM KPIX FM KEAR FM KSTN FM • Secondary Radio Stations: yet to be determined. •. TV and .Cable Headends--some equipment evaluation being done at KTVU, Channel 2 and TCI Headend (Martinez)--remaining TV and cable headend installation decisions will be finalized mid- October. Key Points • System activation will be by radio frequency and is not dependent on telephone service. • Equipment including sirens is backed up by emergency power. • Audio system is microwave dependent, digital system is independent and has been designed to_ be earthquake survivable. Funding Status.: Total Project Cost $3,910,000 Total Commitments . $3,601, 000 Total Needed* $ 309,000 * The $309,000 still to be raised includes $196,000 for notification system enhancements which are on-hold pending identification of funding and $113, 000 of as yet unmet sales tax obligations.
