DATE: September 26, 1995 SUBJECT: Mental Health Awareness Week, October 1 to 8, 1995 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REQUEST That the Board of Supervisors accept the Mental Health Commission's video presentation entitled "Mental Illness: The Untold Story" and also adopt the attached Mental Health Coalition resolution proclaiming October 1 to 8, 1995 as "Mental Health Awareness Week" . CC: Lorna Bastian, Mental Health Director ATTESTED a r PH)L BATCHELOR CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTY M382 (10/88) RESOLUTION MENTAL HEALTH AWARENESS WEEK October 1 to 8, 1995 Whereas, severe mental and emotional disabilities are more common than cancer, diabetes and heart disease; and Whereas, the vast majority of persons with mental disabilities respond to treatment and function successfully in the community; and Whereas, people with mental disabilities share with the rest of the population a desire and need for interpersonal acceptance and support, decent housing, and an opportunity to be productive; and Whereas, a lack of accurate information, understanding and appreciation of differences--and the resulting NIMBYism and stigmatization--negatively impacts all of society and, most particularly, persons with mental disabilities who are engaged in the legitimate pursuit of good health and a normal life; and Whereas, stigmatizing and discriminating against people for a health condition--a condition for which they are not responsible-- is not only unfair and immoral, it is illegal under the American Disabilities Act; and Whereas, we believe that the people of Contra Costa County will respond positively to accurate information about persons with mental disabilities; Therefore, concurrent with the actions of local, State, and Federal officials, we, the Board of Supervisors of Contra Costa County, proclaim October 1 to October 8, 1995 as "Mental Health Awareness Week" and urge all Contra Costans to seek out opportunities to gain a greater awareness and understanding of persons with mental disabilities.
