Authorize a General Plan Amendment Study for the Dougherty Valley to include: A. A shift of land from residential to open space consistent with environmental settlements on the original project. B. The possible relocation of the community college from the Camp Park site to the Village Center. C. To possible relocation of the high school, middle school, and elementary schools on Windermere Ranch property. D. Possibly relocating the outlying retail parcels on both projects. E. ' Review residential densities to conform to new information and the settlement agreements. 2 . Authorize a review of the Dougherty Valley Specific Plan to insure consistency with these General Plan Amendment applications and for minor contextual updates to provide consistency with litigation settlement agreement . BACKGROUNDIREASONS FOR RECOMMENDATIONS Both Shapell Industries and Windemere Ranch Partners have requested minor reviews of the Dougherty Valley General Plan. These reviews are to be considered concurrently with Shapell 's request for its second phase of the project and with the first phase of the Windemere Ranch project. Shapell 's requests are for three minor changes, they are: ■ To reduce the development envelope in the northeast quadrant of Gale Ranch consistent with settlement discussions with various environmental organizations. ■ To relocate the retail parcel currently shown south of Bollinger Canyon Road and west of the P.G. & E. easement to the northeast corner of Dougherty Road and Bollinger Canyon Road. ■ To review existing plan residential densities to conform to these changes in circumstances. Windemere Ranch Partners are also seeking to reconfigure some areas within the development envelope and to relocate the community college site. Specific changes being requested are: ■ To reduce the development envelope in the northwest quadrant of Windemere' s property consistent with settlement discussions with the various environmental organizations. ■ To relocate a proposed community college facility off the Camp Parks Military Base to within the Village Center of Dougherty Valley on Windemere property. ■ To move the location of the high school, middle school and elementary schools to fit in with reduced development envelope and with efforts to reduce the amount of grading to occur on site. ■ To consider moving the small commercial center from the east to west side of Bollinger Canyon Road. ■ To review existing plan residential densities to conform to these changes in circumstances. These changes, if approved, would reduce the acreage of land to be developed and provide more project open space. Consideration of these General Plan changes will also require a review of the Dougherty Valley Specific Plan to insure that both documents are consistent. The original Dougherty Valley approvals were based on an EIR which was to have been the first of several. These General and Specific Plan changes will be considered together with development applications for rezoning and subdivision of lands. Shapell is working on its second phase of development and Windemere Ranch on its first phase. All these changes will be considered in a supplemental environmental document for the project. To insure internal consistency staff may recommend other minor modifications to the Dougherty Valley General and Specific Plans.
