MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: September 26, 1995 SUBJECT: Authorize Bid Advertisement for Aviation Fueling System Construction at Contra Costa County Byron Airport-Byron Area SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Public Works Director, or his designee, to advertise for bids for aviation fueling system construction at Contra Costa County Byron Airport. II. Financial Impact: The estimated construction contract costs for the new system and abandonment of the old tank is between $100,000 and $150,000. The project will be funded 100% through the Airport Enterprise Fund. Potential revenues generated from aviation fuels sales at Byron Airport are projected to reach $100,000 annually within the next three years. III. Reasons for Recommendations and Background: On October 7, 1994, the new Byron Airport officially opened to serve the aviation needs in East Contra Costa County. The new airport is currently operating without any reliable fueling system. Thus, the aviation fueling demand is currently unmet. Upon`completion of installation, the fueling system shall include a new 12,000 gallon underground tank for storing aviation fuel, a pump island, and card reader system capable of accepting several different credit cards. The system will also include a CRT terminal with keyboard, printer, and computer tie-in for communications. Since May 1995, the Airport Enterprise Fund has lost approximately $5,000 monthly in fuel sales. Potential revenues for fuel sales are expected to exceed $100,000 upon maturity of the Byron Airport.
