FROM; Finance Committee Contra Costa DATE: September 26, 1995 • �T��°° County SUBJECT: ACTION PLAN FOR COMMERCIAL AND INDUSTRIAL DEVELOPMENT IN THE BYRON AIRPORT AREA SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. REQUEST the staff, Growth Management and Economic Development Agency, prepare an action plan which would allow commercial and industrial development in the Byron Airport area. BACKGROUND: On September 18, 1995, the Finance Committee discussed development opportunities at and around the Byron Airport. The Committee heard testimony from the Airport Manager,Growth Management Agency Director and a Planner from the Community Development Department. In addition, the Committee took testimony from a number of Byron area representatives•including the Byron Municipal Advisory Committee. The persons testifying made the following points: 1. the Byron Community apparently supports commercial and light industrial development; 2. airports are attractive areas for businesses to locate; 3. the Byron Airport would require major infrastructure improvements such as roads,water and sewer to accommodate industrial and commercial development; CONTINUED ON ATTACHMENT; YES SIGNATURE: -RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE M APPROVE /�Vn SIGNATURE s: Tom Torjakson Je f Smith ACTION OF BOARD ON 26 , 1995 - r APPROVED AS RECOMMENDED X_ OTHER Y VOTE OF SUPERVISORS X I HEREBY CERTIFY THAT THIS IS A TRUE UNANIMOUS(ABSENT } AND CORRECT COPY OF AN ACTION TAKEN AYES: NOES: AND ENTERED ON THE MINUTES OF THE BOARD ABSENT: ABSTAIN: OF SUPERVISORS ON THE DATE SHOWN, Contact: ATTESTED­c4apLtemben 26 . 1995 CC: GMEDA PHIL BATCHELOR.CLERK OF THE BOARD OF County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY Page 2 4. a specific plan for the Byron Airport area would need to be prepared as a first step to considering changes in land use; 5. federal and state regulations for airports will complicate and constrain County efforts to plan for future land uses at the Airport; 6. the County Urban Limit Line currently includes the airport only and not adjacent areas, and will require a separate study in conjunction with other areas of the County; 7. the County General Plan does not allow for commercial and industrial development in the Byron Airport area; 8. financing to conduct an airport and specific plan-estimated to cost$40,000 -is not available from the federal government and will not be available from the state until 1997. After discussion of these issues, the Committee concluded that the Growth Management Agency should prepare an action plan which would describe several approaches and the necessary steps to allowing commercial and light industrial development in the Byron Airport area. The components of the action plan should address how to proceed given the eight points above. In addition, the action plan should address: 1. how the objective can be achieved in the shortest amount of time, including handling the issues concurrently and on parallel tracts; 2. how community involvement can be effectively encouraged at key points in the planning effort; and 3. financing options absent state and federal support. The Committee requested that the action plan be prepared in one month and be discussed at a Committee meeting in October.
