SUBJECT: Approval of Contract Amendment Agreement #25-006-1 and
Standard Contract #25-006-2 with Rubicon Programs, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve and authorize the Health Services Director or his
designee (Wendel Brunner, M.D. ) to execute, on behalf of the
County, Contract Amendment Agreement #25-006-1 with Rubicon
Programs, Inc. , effective August 1, 1995, to increase the payment
limit by $17 ,459, from $21,492 to a new Contract payment limit of
$38, 951; and
B. Approve and authorize the Health Services Director or his
designee (Wendel Brunner, M.D. ) to execute, on behalf of the
County, Standard Contract #25-006-2 with Rubicon Programs, Inc. ,
for the period from September 1, 1995 through August 31, 1996, in
the amount of $128, 084, for supported transitional living program
services for the County's Homeless Services Program.
II. FINANCIAL IMPACT: '
This Contract is funded 100% by Federal funds.
XII. REASONS FOR RECOMMENDATIONSIBACKGROUND:
In July, 1995, the County Administrator approved and the Purchasing
Services Manager executed Standard Agreement #25-006 with Rubicon
Programs, Inc. , for the period from July 1, 1995 through August 31,
1995, to provide transitional living services for the eight homeless
single men and two families at the San Joaquin II apartments in
Richmond. The Department based the payment limit of this two-month
Contract on estimates only, pending the Contra Costa County Housing
Authority closing its books.
Approval of Contract Amendment Agreement #25-006-1 will provide
reimbursement to the Contractor for services provided during the month
of August. Approval of Standard Contract #25-006-2 will allow the
Contractor to continue to provide services for the County's Homeless
Services Program through August 31, 1996.

AMENDMENT SPECIFICATIONS

In consideration for Contractor's agreement to continue to provide
services under the Contract identified herein, County agrees to
increase the Contract Payment Limit. County and Contractor agree
therefore to amend said Contract as set forth below while all other
parts of the Contract remain unchanged and in full force and
effect.
1. Payment Limit Increase. The Contract Payment Limit set forth
in Paragraph 5 (Payment Limit) is hereby increased by $17 ,459, from
21 492 to a new total Contract Payment Limit of $38,951.
2 . Revised Budget of Estimated Program Expenditures. Service
Plan Paragraph 4. (Budget of Estimated Program Expenditures) is
hereby modified to read as follows:
114. Effective August 1, 1995, Contractor shall provide
services under this Contract in accordance with the Revised Budget
of Estimated Program Expenditures which shall be prepared and
submitted by Contractor to County and shall be maintained on file
in the offices of County's Homeless Services Program. Any movement
of funds between line items in the revised budget of estimated
program expenditures must have the prior written approval of the
Homeless Services Program Director or her designee. "
