HomeMy WebLinkAboutMINUTES - 09261995 - C33 e - 3 TO: BOARD OF SUPERVISORS FROM: Anne Marie Gold, County Librarian DATE: September 12, 1995 SUBJECT: MATCHING FUNDS FOR LITERACY PROGRAM FUNDING SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Contra Costa County Library to apply for and accept California State Library funding for Project Second Chance in the amount of$26,094 for the period of July 1, 1995 through June 30, 1996 to: Fund two part-time Library Literacy Specialist (tutor/learner coordinator) positions to provide needed support for tutors and learners in the Adult Literacy Program, to support on-line literacy services through OTAN (Outreach and Technical Assistance Network) and to purchase adult basic education materials and computers for adult learners served by the library literacy program. FINANCIAL IMPACT: Funds committed to Project Second Chance by the County Library, Federal grants and private donations are matched by the California State Library. The ratio of State to local funds should be a minimum of $1 of State funds to $5.32 local funds. The total amount being certified is $138,818. $87,540 is from County Library Funds, ' $26,741 from Federal LSCA grants and Reading is Fundamental grant funds and $24,537 in private funds including donations from Project Second Chance, Inc., Southland Corporation, and employee donations through United Way. BACKGROUND: Funds were made available to fifth year and beyond library literacy programs during FY 1990-1991 via a bill known as AB 3381 (Baker). The amount available is based upon funds provided by the library's local funds and those raised by the library through community support and/or grants. Each year's request is based on a minimum match estimated by the State Library. County funding is available for two Project Second Chance positions, Library Literacy Director and Intermediate Typist Clerk. Additional funding is sought through State matching funds to hire two part-time Library Literacy Specialists to recruit learners, recruit and train volunteer tutors and maintain tutor/learner relationships; purchase adult basic education materials including computers; and funding for on-line literacy services through OTAN.
