APPROVAL OF THIS ADJUSTMENT CONSITITUES A PERSONNEL/SALAR RESOLUTION P300 (M347) 1/92 � 3 y CONTRA COSTA COUNTY September 1995 DRAFT DEPUTY DIRECTOR OF DATA PROCESSING SERVICES - COMMUNICATIONS DEFINITION: Under general direction coordinates and manages the planning, design, implementation and maintenance of the County's Information Technology infrastructure, including data, voice, radio, video and satellite communications links, segments and networks; supervises subordinate staff and does other work as required. DISTINGUISHING CHARACTERISTICS: This single position class receives general program direction from the Director of Data Processing Services and is distinguished by its responsibility for the day-to-day coordination and management of the County's communications infrastructure and coordination of the design and review of designs and plans` rom specialists in County departments, other agencies, consultants and vendors. The Deputy Director of Data Processing Services-Communication is further distinguished by its responsibility for planning the use of electronic systems used in the transmission or transportation of electronic, digital, voice, and video data over fibre optic, radiowave, microwave,telephone satellite or other mediums. TYPICAL TASKS: Plans, organizes, directs and coordinates the work of the Network Administration group in the Data Processing Services Division; Provides business and technical consulting on strategic and tactical approaches to implementing and integrating information technology infrastructure design throughout the County for new facility design, facility remodeling projects, and existing systems; Coordinates and confers with County departments and other agencies on the standards plans, direction, design, implementation and maintenance of the County's information technology infrastructure; - Coordinates and evaluates the design of new or modified communication methodologies and systems with County departments standards, technologies and systems; - Works with other departments and Purchasing on the development of RFP's; - Evaluates vendors proposals and prepares written evaluations; - Assists in the contract negotiation process as a business and technical resource; ' C7 3� Develops and manages project management and implementation workplans for efficient installation and ongoing maintenance of information technology infrastructure equipment, software and associated services; Manages and coordinates County compliance with applicable rules and regulations including FCC and Cal-Osha safety orders; Makes verbal and written presentations to the County Board of Supervisors, County Administrator and County department heads; Assists in the preparation, justification and management control of the department's budget. Interviews, selects, trains and evaluates subordinate staff. May act as prime project manager in directing activities of technical staff from County departments and other agencies for large scale information technology infrastructure development and maintenance projects; May act for the Data Processing Director in his/her absence. MINEVIUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a baccalaureate degree from an accredited college or university with a major in communications, computer science, information technology or related field. Experience: Four years of full-time or its equivalent experience managing large scale, complex technology implementation projects in the communication field. Substitution for Academic Mikjor: A masters degree in business or public administration or an additional year of qualifying experience may be substituted for the required academic major. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the various contemporary information technology infrastructure system components and transmission methodologies; knowledge of the principles of management and supervision; ability to evaluate proposals and contracts of a business and technical nature; ability to manage and supervise technicians, engineers and managers; ability to review and evaluate the designs of communications systems done by others; ability to plan and develop requests and project plans for required communication services; ability to manage complex projects effectively in a political environment; ability to develop budgets and reduce costs; ability to establish and maintain effective working relationships with others; and ability to prepare and present clear and concise correspondence and reports; Class Code:
