County September 21, 1995 DATE: rr�.2°b-uf SUBJECT: APPOINTMENT TO THE WEST CONTRA COSTA TRANSPORTATION ADVISORY COMMITTEE SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1, APPOINT Supervisor Jeff Smith as the County's representative to the West Contra Costa Transportation Advisory Committee, effective September 26, 1995. 2. APPOINT Supervisor Jim Rogers as Supervisor Smith's alternate on the West Contra Costa Transportation Advisory Committee, effective September 26, 1995. BACKGROUND: On February 1, 1994, the Board of Supervisors voted unanimously to renew the Joint Powers Agreement which established the West Contra Costa Transportation Advisory Committee (WCCTAC). WCCTAC was formally created as a Joint Powers Authority in July, 1990 pursuant to Government Code Section 6500. WCCTAC was created to coordinate and advance the interests of West County communities with regard to transportation issues in general and, in particular, to prepare and implement a West County Action Plan as is mandated under Measure C. The member agencies of WCCTAC include the City of El Cerrito, the City of Hercules, the City of Pinole,.the City of San Pablo, the City of Richmond, BART, the Alameda-Contra Costa Transit District, the Western Contra Costa County Transit Authority and the County of Contra Costa. The County has one seat on this governing board, which must be a Supervisor in order for the County to have a vote, although staff from Community Development or Public Works generally attend the meetings. The Joint Powers Agreement provides that each member and alternate shall hold office until a successor is selected and that each member and alternate serve at the pleasure of the governing body of the appointing agency. Therefore, the Board of Supervisors can change its representative at will. was appointed the County's representative earlier this year, primarily because Supervisor Powers had generally been the County's representative in the past.
