BACKGROUND:
On February 14, 1995 the Board of Supervisors adopted the Better Government Ordinance
and formed a Better Government Task Force of 9 members, composed as follows:
2 members representing the Society of Professional Journalists, one an attorney and one
a local journalist.
1 member selected from names submitted by the Radio-Television News Directors
Association.
1 member representing the League of Women Voters.
1 member designated by the Board of Supervisors.
2 County department heads nominated by the County Administrator
2 members of the General Public who have demonstrated interest in or have experience
in the issues of citizen access and participation in local government.
We have recruited for these two latter seats and on September 18, 1995 interviewed the
applicants. From a review of their applications and the content of the interviews, we
believe that Mr. Hall and Mr. Partansky are the individuals we would most like to see
appointed to the Task Force.

I am the only applicant for the E:-.ecutive Director of the New
York City Commission on Public Information and Communication
to attend two( 2 ) meetings (June and August7. For sharing Tie
Coy mission' s intent I was honored in "Who ' s I7Pao in American
Colleges and Universities, 1961-62" for initiating, implementing,
and operating the first FREE SPEECH PLATFORM on a California
State university campus.
Governmental and Archival Access: Over the years I was the
Coordinator of Information Services for a unit of the Los Angeles
County Department of Health Services I interpreted the Department
to the community and helped citizens get access to government
# as well as trade and professional organizations at the local ,
state and national levels. I 've packed, indexed and selected
records for storage and used the National Archives in Washington,
D.C. as well as followed the National Commission on Libraries
and Information Science. I have compiled directories, - glossaries,
bibliographies and surveyed .governmental enities.
Technology: I 'd like to re-introduce the reader to INFORMING
THE ivATION: Federal Information Dissemination in an Electronic
Aae, a U.S. Congress, Office of Technology Assessment(OTA) , Oct. ,
1988 and 335page report from the GPO(SN 052-003-01130-1, $.14 .00) .
As a member of the Los Angeles County Research Coordinating
Committee I was part of an unsuccessful attempt to identify all
available governmental data bases and means of access, in the
mid 170 ' s. I 'm computer literate; since coming to New York I
read the Times "The Executive Computer" column. The Center for
Informatics Law located in Chicago is on the cutting edge of
technology and ethics. The Gannett Center for :fedia Studies
situated at Columbia University has technology program; I 've
already invited 1-1r. John Pavlic to attend the Ccmmission' s meet-
ings and urged him to suggest ways of cooperating.
Aaency Policy: ,'then records, public access an--1 multi-language
staff work together, citizens will be better served. The Office
of Language Services and the Commission would benefit from my
history of advocacy of services in user friendly language(s) and
more understandable prescription drug labels or signs. In 1977
an:; when I was a member of the Drug Information Asspciation(DIA) ,
I wrote a speech for "why" and "how" there could be Spanish
language labels, for the Executive Director of the National
Hiscanic Mental Health and Human Services Organization( COSSMHO) .
As the head of Information and Referral for the State Multi-Service
Center in San Francisco, I advocated for better community access
to services and agencies.

I 'm suze the Commission can meet the June 13, 1991 mandate of
"submit to the council a proposal for cablecasting the public
proceedings of the council. . . " (NYC Charter, Chpt. 47, Sec. 1063.c) .
Having been the FYI telephone number for the Writers ' Guild
of America .(-lest) and a student of network TV "Standards and
Practices" as well as lived through several educational AV
contracts should help our efforts. But why not encourage
cooperation between cable and other electronic media? R=osemarie
Reed, Station Manager of WBAI-F.11-1. (Pacific Radio) would like
very much to discuss these and related issues.
We can' t do the job alone. In the above mentioned OTA report
two( 2) important "problems" or "challenges" were put forth:
# "maintaining equity in public access" and "defining the respective
roles of . . .agencies and the private sector. . . . " I, you, and
the readers .of Public Papers of the Fund for the City of New
York and Searchlight on the city council of the Citizens Union
Foundation, etc. need each other. We can work cooperatively
with the State of New York, Department of State, Committee on
Open Government and learn from its and others' experiences.

The new City Charter provides guidance and priority to making
local government both more public and accountable. As as social
scientist, information specialist, and community activitist,. I
have produced, maintained, and advocated for accessible information
for governmental, organizational and community decision making.
My qualifications and commitment extend, before and, beyond my
# 1960 ' s leadership in establishing the first "free speech platform"
on a State of California campus, working with the Los Angeles
County Research Coordinating Committee ' s public data and information
services project, and producing a March, 1990 guide to New York
City and State Drug Abuse Planning Documents and Organizations, for
the Queens President ' s Council on Substance Abuse . Please consider
this my application for the Executive Directorship of your Commission
My administrative experience in bureaucratic, private business and
community/professional organizations varies from being a member
or staff, parlimentarian, to chairman and CEO. Over the 18 years
spent in Los Angeles County I learned of many of the daily problems
of executive secretaries, assistants and directors of various
public commissions, thus I would start not only with the Commission' s
mandate and current membership, but also with an idea of the
necessary procedures, steps and cooperative relations needed to
help make the Commission successful.
We would be building upon existing federal, state and local Freedom
of Information Acts(FIOAs ) and current practices. On a policy and ,
philosophical level we' d have access to the deliberation of the
National Commission on Information Sciences and Libraries, the
thoughts of authors in the International Journal of Documention
and professionals in library and data sciences, and those with
a special concern for social responsibility of scurces and channels
of information. I 've also worked cooperatively with media writers,
T.V. network standards and practics vice-presidents and leaders
and distributors of health education materials for years; and feel
confident I could assist in drafting a plan for cablecasting the
proceedings of the City Council and City Planning Commission and
make significant contributions to facilitating access to information
on city government.

attached) . Are you the State ' s equivalent for the executive
branch? Please share The Directory of Public Papers mandate
and your qualifying experience.
In the meantime I 'm reading the NYS Anti-Drug Abuse Strategy
Report(1989) and besides thanking you, the report makes reference
to a number of State reports. Is there a central way of . identify-
ing reports, documents, plans, studies, manuals and newsletters
of the New York State Departments of Health and Education and
the Divisions of Criminal Justice Services, Sufistance Abuse
Services and Alcohol Abuse and Alcoholism? I especially
would like to receive lists of their publications(for each
and for the last five years) .
In addition, would you please help me obtain Health' s 1988
Drug And Alcohol Abuse Hospitalizations: Statewide Planning
and Research Cooperative System(SPARCS) ; Criminal Justice
Services ' latest Crime and Justice Annual Report and the
equivalent for DSAS and DA-AA?

as starting the ball rolling with each of the New York State
Departments and Divisions or the NYS Government Documents
