A complete report was filed with the Pittsburg Police Department. So far as can be determined, the shortages were not caused by negligence or fraud. All possible efforts to ascertain the amounts of the shortages have been exhausted. New procedures have been implemented to avoid the occurrence of similar incidents. The Auditor-Controller has reviewed the documentation as to how the shortage occurred and has recommended that relief of the shortage be granted. -2-
